I presume this means IC promotion, but less sure if that means to say the next rank up (Corporal) or to an Officer (Lieutenant). Either way, it's awesome and I'll manage the transition IC.

It is what we consider a tier advancement. Think of it like when a Padawan becomes a Knight only cooler because we are stormtroopers.

So being Tier 2 you get access to another set of ranks to choose from:

Grand Admiral/Field Marshal​

Fleet Admiral/General
Admiral/High Colonel
Commodore/Lieutenant Colonel
Commander/Major
Captain/Captain
Lieutenant/Lieutenant
Ensign/Sergeant
Midshipman/Private

Red is Third Tier
White is Second Tier (Where you have been promoted too)
And default grey is entrant Tier

All these ranks are available once you hit the Tier of advancement.
However just because you CAN be a High Colonel for example doesn't mean you can't just say "Yeah its cool but I'll stick with Captain" etc. Just means your a damn well respected Captain with a pretty awesome veteran status.
