Proposal Before the High Council

Proposed by High Councilors Rave Merrill and Jared Ovmar

Whereas certain members of the High Council have found themselves unable to perform their duties;

Whereas the current structure of the High Council does not allow for consistent management of specific elements of the national interest;

Whereas the interests and judgment of current High Councilors have been, at times, conflicted, and whereas the composition of the High Council poses obstacles to careful and prompt decision-making;

It is proposed that the High Council undergo a substantive restructuring. The following roles are proposed:

1) High Councilor for Military Affairs

• Responsible for military procurement, integration of allied forces, military discipline, recruitment, and ensuring the proper coordination of military offensives and defensive efforts

2) High Councilor for Homeland Security

• Responsible for counterintelligence, dealing with traitors, receiving defectors, and coordination of responses to small-scale incursions

3) High Councilor for Galactic Relations

• Responsible for maintaining and strengthening relationships with our allies and favored nations
• At this time, these relationships are as follows: Moross Crusade (full alliance), Black Sun (mutual defense and non-aggression pacts), Mandalorians (non-aggression pact), CIS (formal neutrality, non-aggression pact, trade agreements)
• Responsible for ensuring that citizens of the Fringe Confederation do not jeopardize our foreign relations

4) High Councilor for Economic Affairs

• Responsible for promoting foreign investment, and pursuing trade relationships with our allies and trading partners
• Responsible for promoting corporate and resource development within Fringe Confederation territory
• In cooperation with the High Councilor for Galactic Relations, responsible for tariff regimes

5) High Councilor for Internal Administration

• Responsible for overseeing the various governmental bodies which manage logistics, infrastructure, hyperlane creation, and other internal functions, including most judiciary functions

6) High Councilor for Internal Coordination

• Responsible for ensuring the assembly and good order of the High Council
• Responsible for ensuring the independence and proper supply of the Arbiters

Dragons have been banned and I've turned this character into a giant, hallucination-inducing cockroach. Unfortunately, I am resigning from the High Council. It would have come even without the dragon ban. Chalk it up to Faenrovon becoming bored by mortal affairs and wishing to slumber again. Consider him an NPC that guards Lord Dissero's vaults.

This leaves the Economic council seat open. Hopefully you all can find someone suitable to fill the position.
