Alright, so I have a set of full songsteel plate armor. Could I by any chance melt it down to make a much thicker piece of armor that just covers the chest area? And would I need a dev thread to do it?

Yes you could melt it down and redo it. Not so long as the armor with the restricted material was already approved and known to be in your possession, I wouldn't think.
