Question about finding a unique-type item

I want to write my character having a haunted blaster which carries a Force ghost in it. Is this something I need to develop and submit for approval, or is okay to write as long as it's developed in IC threads?

It's totally okay to write it without submitting. Factory and Codex are optional, so if this is just something for your own stories, you're fine. If you want to use it against other PCs, you'll want to consider submitting it because it's just easier for everyone in a PVP situation to reference submitted weapons and such (reduces OOC conflict).
