Imperial Government Structure

The Circle of Darkness:
The Circle of the Darkness is the inner circle of the Empire and is home to the Imperial Triumvirate. The Triumvirate is the ultimate power in the Dark Empire and answer to no one aside from each other. In order to safeguard the Empire it is never disclosed to the rest of the Empire which of the Triumvirate members is actually the Emperor, instead it is universally understood that any of the Triumvirate members speak with the authority of the Emperor and are not to be disobeyed.

The Circle of Darkness is responsible for cooperatively deciding the appointments of Shadow Lords, movements of military and other high level government affairs. Collectively the Circle of Darkness can reject a master's subjugation and can overrule any decision made by the Conclave of Shadows or any other lead figures in the Empire.

The Dark Emperor
The Dark Emperor is the ultimate power in the Empire and the head of the Triumvirate. Unlike the other two members of the Triumvirate, the Dark Emperor has command over both the Combined Armies and the Combined Fleets as well as being able to commission projects and issue laws.

Despite having this seemingly unlimited power, the Emperor is limited by a number of things. The Dark Emperor does not have as extensive contact with either branch of the military as the other two Triumvirate members and thus the loyalties of the branches will tend to lean away from him. In order to balance this power, the Dark Emperor has sole command over the Imperial Honor Guard. The Honor Guard is loyal to only the Dark Emperor and are tasked with undertaking any mission they give him.

The Dark Chancellor
The Dark Chancellor is the Grand Commander of the Imperial Navy and is the member of the Triumvirate tasked with undertaking diplomatic missions and dealing with the everyday politics of the Empire. Whenever the Triumvirate collectively issue a law or when the Dark Emperor uses his executive powers to do such, the Dark Chancellor is the one to announce them to the Empire.

For all intents and purposes, the Dark Chancellor is effectively the most seen of the Dark Circle Members of the Empire as he/she deals with foreign affairs and the Empire's citizenry. In the event that talks with a foreign power go off of any scripted responses put together by the Triumvirate, the Dark Chancellor has the authority to make treaties and deals with foreign powers. However, he/she must be careful as his/her decisions affect the entire Empire and could risk his/her death.

The Dark Minister
The Dark Minister is the Grand Commander of the Imperial Army and is the member of the Triumvirate tasked with overseeing Intelligence Operations and dealing with economic strategy and technological breakthroughs. Whenever the Triumvirate issues a assassination order or commissions a spy op, The Dark Minister is the one who gives the news to the Ministry of Imperial Intelligence.

Naturally, due to the nature of his/her work, the Dark Minister is the least seen of the Triumvirate (outside of the Imperial Military). Being the most secretive, this Triumvirate member is also the most dangerous and is commonly looked on with great care and suspicion by the other two Triumvirate members.

The Conclave of Shadows:
The Conclave of Shadows is a council of Master who have been proclaimed Shadow Lords of the Empire. Each rules over a Sphere of Influence (also known as a Sector) of the Empire. As the Empire expands, more spheres may be added as needed. The Lords deal with the day to day operations of the Empire's sectors and planets and carry out the will of the Triumvirate in their respective sectors. Each Shadow is given authority to take independent action to defend their sector through defenses strategies or offensive preemptive strikes against a faction when a clear and present danger is identified.

As the Sectors grow, each Shadow will receive a special task from the Triumvirate that only their sector will carry out. Some may be tasked with building vaults to safeguard Sith Artifacts or staging the bulk of the Empire's Academies. This section will also expand as needed.

Moff Rank Structure

Grand Moffs
The highest ranking Non-Force User in the Empire, the Grand Moff is in charge of overseeing the Empire’s bureaucracy and administration, all while answering directly to the Triumvirate. The Grand Moff, although not a governor in their own right or an owner of any territory, is considered to be on equal authority with the Empire’s Shadow Lords. The Grand Moff handles the appointments of Moffs to oversee the Imperial Ministries in addition to appointing Prefects to serve alongside the Sith Masters in their planetary governance.

The position of Grand Moff is appointed by the Triumvirate and selected from the ranks of active Moffs who have proven their worth and experience.

Moff
There six Moffs in the Empire; one for each Imperial Ministry. Though the trials and tribulations associated with the position of Moff differ depending on which Ministry they are placed in charge of, their general duties are the same. Each Moff must do everything in their power to ensure the responsibilities of their respective Ministry are carried out as best as they feasibly can. As they are the heads of each Ministry, their entire Ministry’s personnel are completely at their command, provided no commands issued have a distinctly self-serving or self-destructive goal.

Because it is important that the Imperial Bureaucracy remains devoid of inefficiency and confusion as caused by the machinations of the Sith Lords and their subordinates, the Moffs and their Ministries are completely outside of the sphere of influence of Sith Lords and Masters. Moffs answer only to the Grand Moff and, to a lesser extent, the Triumvirate.

Prefect
Prefects are the administrative assistants to the Sith Masters who hold sway over systems. The authority of the Prefect extends only as far as their system. They are, for all intents and purposes, the appointed second-in-command to Sith Masters. While this means that the Prefect is subject to being ordered around by the Sith Master in question, Prefects also answer directly to the Grand Moff. This serves to keep the Grand Moff (and the Triumvirate, in turn) appraised of the situations and schemes of the Sith Masters and their Lords.

Prefects are promoted from military captains who wish to pursue a career in politics.

NAVY
Grand Admiral
The Grand Admiral is the right hand of the Dark Chancellor and acts on his behalf. Due to the amount of work that befalls the Dark Chancellor, the Grand Admiral position was instated so that the Dark Chancellor can delegate missions down to him. Commonly, the Grand Admiral is put in charge of coordinating the naval forces of the Empire in the absence of the Dark Chancellor or under orders from him.

Admiral
Admirals are the commanders of the Empire’s numerous fleets and answer to the Grand Admiral. It is the duty of Admirals to coordinate their fleet (and work in conjunction with other admirals) in battlefield scenarios. The Admiral exercises a degree of authority over his respective fleet and all those in it. They are promoted from the ranks of Captains.

Captain
Captains are the overseers of an individual ship that makes up a fleet. Captains are in charge of carrying out the Admiral’s orders and battlefield strategies as best as they can. Captains exercise a small degree of authority over all the naval personnel aboard their ship.

Captain is the entry-level PC rank for those who want to go into fleeting/administration.

ARMY
Grand General
The Grand Marshal is the commander of the Imperial Army and answeers directly to the Dark Minister. It is the duty of the Grand Marshal to oversee the coordination of the Imperial Military’s army throughout the Empire and Galaxy at large- both defensively and offensively in the absence of the Dark Minister or under orders from him. The Generals that comprise the Imperial Army answer directly to the Grand Marshal. The Gand marshal is promoted from the ranks of the Generals.

General
Generals are the commanders of the Empire’s numerous fleets. They answer to the Grand Marshal. It is the duty of Generals to coordinate their forces (and work in conjunction with other generals) in battlefield scenarios. The General exercises a degree of authority over his respective division and all those in it. They are promoted from the ranks of Captains.

Captain
Captains are the overseers of an individual platoon that makes up a division. Captains are in charge of carrying out the General’s orders and battlefield strategies as best as they can. Captains exercise a small degree of authority over all the military personnel in their platoon.

Captain is the entry-level PC rank for those who want to go into planetary battle coordination/administration.

E4 - Squadron Spaceman - Commander of a single squadron of starfighters.
E3 - Senior Spaceman - Ace or experienced starfighter pilot
E2 - Spaceman - Standard starfighter pilot
E1 - Spaceman Basic - Reserved for Flight Training status
