I know you're looking at rebellion rules at the moment, and I like to suggest something.

If a Minor faction or Player can prove they have active links to a planet, they're allowed to initiate a rebellion.
This is not apply to character resurrected and dusted off, or minor factions that not thread on their.
This may include a companies that are set up on the planet, and are active on the planet.

The key ingredient is active, if player is active, and has strong IC link to planet, then let them have right to.
 
I have said the same basically. But I feel like maybe a bit of wording alteration could be utilised. Maybe:

If a company has enough activity, and backing, they are able to initiate an invasion. From which allies may be invited. Activity must be maintained in the hex invaded, with decent evidence to show maintained lifespan over time. (Two weeks minimum)


Something like that. For player, imagine the same only requiring a thread gathering the allies to help.
