As the Republic Engineering Corporation began production on several items that would be made available to Law Enforcement Agencies across the known universe, there were some within the Organization that believed they needed a capable sidearm as well. So, several technicians began looking into the various capabilities of the weapons they had at their disposal. Sadly, most of what they could find was meant to terminate sapient life, rather than disable it - and stun blasts rarely worked on heavily shielded or armoured opponents. However, after much deliberation, the Lawgiver Pistol was outfitted with the formerly uncommon technology that once belonged solely to the Chiss. Masers, or less commonly known as Microwave Amplification by Stimulated Emission of Radiation.
With their goal being the Non-Lethal takedown of disruptive individuals, the Lawgiver was outfitted to operate without it’s telltale particle-driven discharge. Instead of unleashing that deadly particle bolt, the weapon emitted an emerald green beam of Neurologically-attuned radiation that caused the target’s synapses to temporarily misfire - causing them to faint. However, there was a known issue with such technology. If the EM Emitter discharged too much power, there was a chance that the target’s synapses would overheat and burst - essentially frying their brains.
That was something that Republic Engineering wanted to avoid, especially with the intent of their newest weapon being Non-Lethal. So, to stop this Weapon and by extension their Operators from short-circuiting Organic targets, the Lawgiver was outfitted with a Power Governor - which would regulate the weapon’s output, ensuring that it remained within Non-lethal parameters.
There was a notable flaw in their choice, however, as traditional Maser weaponry was extremely short-ranged in comparison to their conventional cousins. To counteract this, the technicians managed to redirect a majority of the power from an ejectable source, most notably the integrated Power Cell or a Plasma Cartridge. This boost of energy allowed for the weapon to greatly increase the weapon’s maximum firing range, but this came at a steep cost to the cartridge ammunition capacity. While initially considered to be a terrible trade off as rapidly exchanged munitions required all the capacity one could muster in a firefight, the extended range was a boon to the weapon - as now they could be struck from further away.
Thus, with the Lawgiver in hand Enforcers of the Law would find themselves equipped with a handy sidearm that was capable of rapidly diffusing disruptive situations.
