Relating to NPCs and Factions

If I were to make my character into the leader of a small criminal enterprise, or small business, would I need to create his employees/associates as NPCs? Or perhaps only some of them (the more important ones)?

​I've considered joining a major or minor faction rather than going this route, but I'm not sure if there's any that are active enough that fit the character. Currently considering a Mafioso type character in the business of loansharking, racketeering, hijacking, and maybe gunrunning. This could all change of course, but perhaps enlighten me on this as well.

You don't have to submit them to the Codex, but you may do that if you want to. Of course, there is most likely no way you could submit all of the employees (cuz there would be too many).

I was looking in the wrong place the whole time. I stumbled upon the NPC forum just a moment ago, and it's clearing up a lot of confusion.

It's a good idea to create Codex submissions for those characters which will be interacting with other or which have particular skills.

You don't need to, but I generally consider it wise.

And because I like people posting in my little kingdom. :p

As others have said already, but there is honestly no reason not to make your business by subbing it in the company creation of the factory either. Factions can be a good place to get into for the connections and the likes as well. It also can help you establish yourself. The last thing is if you want a second hand NPC for your group do sub them. It might technically be optional, but it is really needed just so people can't 1 shot them in RP. People will try to do that to sadly, so as Val said it is a wise thing to do.
