Power in the League is derived by the willing consent of the member inhabitants and functions as a semi-direct social democracy. Local systems maintain their local government and also directly elect representatives to the Rimward Trade League Council, which functions in many ways as a day-to-day administrative body, as well as a guiding body for intersystem governance and policy. League citizens have the power to hold referendums, directly propose amendments, and approve or deny Council resolutions.
The Council directly oversees Rimward Rescue Service and Rimward Ranger Corps, which cooperate with the Outer Rim Intelligence Operations Network. ORION itself then oversees the actions of the privateers. Furthermore, the actions, powers, and responsibilities of the League are legally bound by the Rimward Trade League charter, which is the League’s legal basis, overseeing the structure,
Meanwhile, the Outer Rim Development Corps is a hybrid government and non-government agency, funded by the League, but operating independently, overseen by a board of trustees. Its primary mission is economic development, infrastructure construction, and service projects for all Outer Rim systems.
Additionally, there is also the Rimward Merchant-Marine and its network of academies. These are responsible for training civilian spacers and ensuring the League’s spacers are the best trained in the galaxy, capable of responding to any situation. Many of their graduates are employed by Outer Rim shipping companies. Others become Free Traders, independent merchant-captains, generally with their own ships, who do the bulk of the trade amongst the far-flung frontiers of the Outer Rim, rather than the larger bulk freighters that traverse the spacelanes closer to the center of the galaxy.
A significant part of the League areas has a strong presence of Church of the Force chapter-houses, who oversee and support what has become known as the League of Light. The League is granted autonomy and a single voting seat on the League council in case of ties but is funded and supported by the Church of the Force and other community organizations. They are required to respect the rights of the individuals and abide by the laws of the local systems as well as the League, much like the Rimward Ranger Corps.

The Rimward Trade League (RTL) is a political and economic union of star systems that primarily operate in the Outer Rim and Wild Space regions. Systems are able to function autonomously with the guarantee of trade, research, and military protections offered by member star systems.
To this end, the primary directive of the RTL is to empower these systems by functioning as a political and economic entity. Members champion equal rights, freedom of movement, and free economies. To this end, several organizations exist within the Rimward Trade League to fulfill these directives.
Additionally, numerous additional organizations exist as well, often predating the formation of the League and working in conjunction with the local authorities. These include the Circle of the Light Hand, the Jensaarai, and the Jedi Pilgrims. Member systems maintain their own defense forces and in times of war pool their forces to undergo any required campaigns. The League also works closely with organizations like the Interstellar Merchant-Captain’s Guild to communicate and coordinate with the countless Free Traders that make up most of the shipping in the wilder regions of space.
The Pitch:
The Rimward Trade League is unique to Chaos, developed specifically to continue the narratives that began with the Omega Protectorate, then the first iteration of the Galactic Alliance, and then the Outer Rim Coalition/Outer Planet’s Alliance, before finally being left alone amidst the great powers of the galaxy, asking the question:
What happens when the governments offering protection are gone? How do you rebuild in a galaxy that’s been in the throes of war for nearly forty years? Can it be done, collectively? Or will they remain subject to the whims of distant superpowers?
The League offers a different approach to the galactic map game, focusing on the tension between independence and cooperation, the role of diplomacy and economics in a galaxy that has seen multiple superweapons in the past decade, and sociopolitical ideologies rip much of the rest of the galaxy apart. How can the ordinary inhabitant survive, or even thrive? When societies want to be left alone, can they stand by in the face of existential threats in other parts of the galaxy?
These sorts of avenues create a different sort of approach to the map game and the broader narrative of Chaos, focusing on how smaller organizations work together. How do semi-legal traders react when a war wreaks havoc on the galactic economy? How do system governments manage threats like superweapons? How do non-militarized cultures and societies protect themselves? Rather than a single galactic superpower, the League more closely mimics unions of mid-tier powers and coalitions like the real-life European Union and the historical Hanseatic League, which is one of its primary historical inspirations.
