The organization is given the power to oversee all business and economic matters on Ra'Katha, including foreign trade.

To the Dejoka’ar and Wan’anteen people of Ra’Katha,

It is with great deliberation and prudence that I have taken into consideration the economic stability of our magnificent planet. As Kemotar of Saltuhn and rightful ruler of Ra’Katha, it is well provided within my duties that the wealth and industry of our planet be within the forefront of our minds. I have travelled to many distant worlds to survey their peoples and cultures, and while indifferent to our customs I am struck by the strength of their currency, the vastness of their vaults, and the rates at which these foreigners trade capital.

The duties of the Kemotar are to first and foremost lead his people into prosperity greater than that of his predecessor, and upon reflection I have realized that many of my forebears by keeping our planet in economic isolation have failed upon this precept. Further reflection reveals that if House Rommer is to keep our claim to the throne and continue to serve the people of Ra’Katha as we have done for centuries, this policy must end.

Therefore, it is within the full intent of my soul to deliver on my duties that I announce Ra’Katha shall no longer be held in economic isolation and that governmental measures shall be employed to create wealth, industry and trade on Ra’Katha once more. I decree that a new authority, the Kuhmrun ce'Tihra shall be established to oversee these measures.

I invite all those who wish to share in this greater plan to accept their new role on a journey to greater prosperity.


In line with the principles and goals established within this address, the following laws have been established so that the Kemotar may be able to effectively pursue the objective of this edict.
  • The Kemotar is invested with the sole power to create and oversee the Kuhmrun ce’Tihra within the Kemotat. The Kuhmrun ce’Tihra shall have complete oversight over all economic matters within Ra’Katha, including but not limited to Trade, Financial Resources, Commerce, Industry, and shall serve as an advisory body to the Kemotar.
  • All businesses, corporations and trades domestic to Ra'Katha must be registered with the office of the Kuhmrun ce'Tihra or they will be forbidden from continuing their practice. The Kuhmrun ce'Tihra is given the power to deny a request for license of operation on grounds related to the obstruction of the economic goals of the Kemotar.
  • The Kemotar and the Kuhmrun ce'Tihra is given the right to appropriate whatsoever resources or financial materials from native corporations to fufill the economic goals of the Kemotar. Resources allocated for these projects shall be compensated for by the Kemotat.
  • Foreign corporations, defined as any business or practice run by individuals that are not native to Ra'Katha and/or are not headquartered on Ra'Katha must register with the Kuhmrun ce'Tihra if they wish to establish a location on Ra'Katha.
    • All foreign corporations, businesses, or practices that do not receive a permit from the Kuhmrun ce'Tihra are forbidden from establishing business locations on Ra'Katha.
  • The Kuhmrun ce'Tihra is given the right to ban any individual, practice, business, or corporation from economic association with Ra'Katha, or introduce economic sanctions.
    • Any corporation native or that operates primarily out of Ra'Katha must abide by any ban or economic sanction. Practices that are found to violate this law shall immediately have their license of operation revoked.
  • The Kuhmrun ce'Tihra shall have the power to remove the right of any political body or sovereign government to conduct in trade relations with Ra'Katha, or introduce economic sanctions.
    • Any corporation native or that operates primarily out of Ra'Katha must abide by any ban or economic sanction. Practices that are found to violate this law shall immediately have their license of operation revoked.
    • As a government under the jurisdiction of the Confederacy of Independent Systems, this provision shall be modified by any overruling law established by the Viceroyalty of the Confederacy of Independent Systems.

HISTORICAL INFORMATION
The Royal Edict concerning the Economic Situation of Ra'Katha was issued by Kemotar Bastille Rommer shortly after Ra'Katha became a member world of the Confederacy of Independent Systems. In ancient history, Ra'Katha had been the host of a trading empire with a massive sphere of influence, and for many centuries had been a hub of wealth and prosperity in the Outer Rim. However, in the advent of the Gulag Plague, Ra'Katha was completely closed off to all outside interaction; this decision had its benefits, and Ra'Katha's populace was largely unaffected by the virus. However, it had its ramifications as well, as the former trading empire of Ra'Katha crumbled and was replaced by a trend of isolation and wariness towards outsiders. In the four hundred years that would follow, the memory of Ra'Katha and its former splendor faded. Travelers to the planet became few and far between, and after centuries many were content to live on the scraps of the former glory they had once possessed.

However, at the onset of Bastille Rommer's ascension to the throne of the Kemotat of Saltuhn, the capital of Ra'Katha, changes began to take place. The new Kemotat longed for the glory days of the old trading empire and the wealth and prosperity that had stemmed from it. Thus, Bastille Rommer decided to make the unprecedented move of joining the Confederacy of Independent Systems, a neighboring intergalactic government that held wide swathes of territory just lightyears away from Ra'Katha. Soon after the small desert planet joined the Confederacy, the Royal Edict was released, detailing the overarching goals and details of Bastille's economic plans for the planet. Among other things, the Edict created the Khumrun ce'Tihra, a department of the Kemotat government that was given complete oversight and control of anything economy-related on Ra'Katha -- trade, business, and other regulations. With the advent of the Royal Edict, many suspect that future edicts, internal improvements, and reformations are yet in store for Ra'Katha.
