Rule Change on submissions cap

There was a vote earlier today on changing the rule on the cap of submissions you can post in the factory. The previous rule stated you could only submit 3 active/pending submissions in the entirety of the Factory / Codex. The rule was reverted to the previous one stating that:

Each Writer is allowed 3 active / pending submissions in the sub forums of the Codex and the Factory.
