Designed for the Ranger's based off a very old design and created to be a last resort weapon. The Phaser is weaker, out of date and best of all unexpected as a long range weapon against unarmored targets. With a targeting computer and zoom built into the helmets of the ranger's using the phaser shot to act as a secondary sniper rifle is possible though it generally serves as a weapon to bring out when you want to make small cuts silently over explosives or cutting tools.
