Rationale: Conceived and thought out by the ones who work with Matsu as a way to improve moral and keep high spirits. The Resort and Casino is mostly a way to give the non jedi working for her since taking over Phenex from her friend Domino a chance to unwind and celebrate instead of downsizing going from a talented businesswoman to a jedi that donates most of her credits from sales into charity or back into the order to help fund it. The grandeur aspect and theme park attractions taking a page from the one moon on Cazador home to a massive park they could work with and fashion some of their ideas off of while opening to the public in places that could use some fun and excitement on top of the usual influx of new jobs and creadits.

Made primarily off the advice of a friend and designed for several purposes biggest one being recycling paychecks of their employees by offering cheaper resort stays they can enjoy and food services at a discount while they spend their credits from Sasori Umbrella paychecks. It allows the credits to flow back in as well as additional credits from visitors.
The other reason is it helps foster teamwork and positive attitude as retreats for research teams in exotic locations can be done easier and more cost effective increasing their morale and state of mind over just saying they have some vacation time and pay. Now their employees can go to a resort that would usually be for rich men and women and be treated to the finest amenities.
The final reason and recommendation that prompted Matsu t work on it was that she wanted to have a way cater to the ones who aren't jedi within her company. Acquiring several not jedi groups and corporations added some strain as they do not meditate, they do not have free boarding and food.
Revenue is needed to sustain the other beings who work for her and their families so she needed to run a business like a business to allow for the more altruistic goals to happen as a result. Doesn't mean through that she can't have it be on their terms and able to provide more chances for employees to enjoy themselves.
With time and some effort as well as work, improved funding for the operations to expand to cover several forms of relaxation and recreation. Shion rebranded itself and began serving as a way for corporations to reward their members who worked hard for them in the field or as incentives. Becomign more inclusive and more spread througout the galaxy.
