Search through the Approved Starship board and check if there's anything available for your faction/alignment - don't jump at a rep' stealth ship if you're a Sith, etc.

You wouldn't need anything for it, because it's already been approved.

Otherwise, failing that, you'd have to make your own or submit a modified version of another.

But you're not a member of the Rep so couldn't get hold of one of their military-grade stealth ships without stealing it... Which would require some RP based around it.

If stolen then you wouldn't need to resubmit for a stealth ship, if you wanted to copy an existing faction ship that you have access to that's unique then a link to the thread you get the crystals for in addition to a few lines on there later being a second model created would have to be requested in the ship modification thread with permission from whomever controls the design plans of it. Otherwise you're pretty much free to use a stealth ship you'd otherwise have access to, I know the fringe has a few and that the CIS is currently making some smaller cloaking ships. CIS also has a pair of cloaking cruisers you might want to look into if you're on good terms with them.

Not sure what you're asking here, but yeah, need permission of the person IC for it, or some way to explain how you got the design IC, not necessarily a thread but like Kyros said, a Sith cant just grab a Republic ship. I'd recommend talking about it to them ooc and seeing if whomever controls it is amicable to some shenanigans involving it. Another thing you might want to consider if you still want to run false flag operations is if the ship is even admitted to being owned by that faction you want to implicate.
