It's entirely up to you. Corvus has a younger sister that I also write and planned to have only a few months ago.
She has an older sister written by someone else and that was not planned at all. Someone just commented once our avatars looked similar and it snowballed from there.
If you write your family yourself, you have most control - but there are only so many threads you can write with yourself before it gets boring.
If you allow people you trust to write your family, you get the excitement of unpredictability - but you do sacrifice control.
My honest advice? Get your character established before adding family - unless you know a writer you can really trust. I'm lucky enough to have my other main character be the sister of a writer I love. But then her character died, which was genuinely sad for me (but on the plus side opened up new opportunities to write with that person
)
But it's your character and your choice at the end of the day
