The service sidearm for the Sith Empire's Legion was designed with reliability in mind rather than lethality. Don't get me wrong, it doesn't mean it lacks the standard charric effects which can kill you since it's not a toy guy, but it certainly relies more on the fact that it has a massive ammo cap of 350 shots.
The brains behind the service sidearm's creation had in mind that the sidearm should fulfill the faction of plan B, as the name suggests. If you're rifle (plan A) is somewhat gone/destroyed/etc, then this should be your ticket to extraction and survival. Thus, having high ammo cap serves the purpose of giving a survivor an extra trump card in his already terrible hand.
