  • Description: The Treaty of Vanquo was a departure from the Sith Empire's typical procedure in dominating and suppressing the Mandalorians both within and without its borders. For the first time since before the First Battle of Mandalore, the Empire entered into cordial negotiations with a Mandalorian Clan with the intent on cooperation rather than subjugation. What was agreed upon ensured the independence of Vanquo in exchange for open trade and a manpower tribute of their youthful warriors to the Sith Empire. The Sale of Indentured Mandalorians which followed was also agreed upon in the same discussions and was one of the largest slave purchases in modern history, as the Empire sold over five-hundred-thousand slaves to Clan Solus for the sum of over three-billion credits.

Many bankers and trade barons were jubilant at the accumulation of so much wealth and the opening of a new trade route on the Empire's southern border, but many slaveholders balked at the idea of giving away so much property to Mandalorians just to be freed after. Many of these slaveholder's woes were assuaged by financial compensation, especially the ones who lost slaves due to the Sale, but there remained those who grew worrisome that their own slave crop might be next.

HISTORICAL INFORMATION

In the years following the Second Battle of Mandalore, the Empire conducted ever more brutal actions against the Mandalorian people still under their yoke. Most were enslaved, especially those who sided with the rogue warlord Kaine Australis during his failed liberation of Mandalore. Many more were simply killed off in purges. A small minority had remained loyal to the Empire and were spared the suffering inflicted upon their kin. Many of these 'loyal' Mandalorians had been on the fringe of previous Mandalorian societies for decades, for either possessing extremist ideas or having a lack of strong convictions to the Resol'nare. In exchange for safety and protection from the Empire's persecution, they eagerly sold themselves as soldiers or renounced their Mandalorian identity altogether.
For those who found themselves in bondage, life was just as brutal as it had been. They all remained bound to the worlds they once inhabited by the Empire's system of serfdom, and they were controlled by the ruthless slaveholding aristocracy which had prospered in the age since the Sith reignited the Outer Rim slave trade in the region. Many were used to work the land that the aristocracy had gobbled up following the collapse of the United Mandalorian Clans, while others worked in gargantuan estates as personal servants or entertainers to their cruel masters.
All of that changed when the Emperor met in secret with Cynthia Solus, the matriarch of Clan Solus of Vanquo. The meeting was arranged through the connections both had with the Mandalorian warrior Stardust, who happened to be the Emperor's cousin via his marriage with Gunnr Hadda Nussyn Fitz-Kierke. Together, they agreed upon a set of conditions that would be collectively ratified as the Treaty of Vanquo. Simultaneously, the Emperor and Cynthia haggled over the price of selling all slaves of Mandalorian descent from the conquered Mandalorian territories to Clan Solus.
The price of three-billion-and-two-hundred-million credits was agreed upon, and in the following months Clan Solus managed to pay off this sum to the Empire and were given the slaves they had bought. Upon their transference to Clan Solus, all slaves were immediately freed from bondage and integrated into the Clan. The Empire, having collected its demanded price, was free to divide the wealth into whatever projects it saw fit to fund.
