The Sith Imperial Sanitation Authority (SISA) is the official agency of the Sith Empire tasked with waste management, recycling, environmental sanitation, and maintaining imperial cleanliness. Publicly, SISA is known as an efficient bureaucracy managing the Empire's vast sanitation infrastructure. In truth, however, SISA operates as a clandestine ministry controlling and coordinating organized crime within the Empire. Acting as both overseer and facilitator, it carefully balances the Empire's powerful cartels, manipulating criminal elements to enforce Sith order. Under its covert role, SISA executes targeted assassinations, false-flag operations, intelligence gathering, and maintains secret diplomatic channels among criminal factions. Through strategic allowance and regulation of controlled illicit activities, it ensures crime remains organized and beneficial to imperial interests, enforcing obedience and stability within Sith borders.
