The Sith Imperial Sanitation Authority (SISA) is the official agency of the Sith Empire tasked with waste management, recycling, environmental sanitation, and maintaining imperial cleanliness. Publicly, SISA is known as an efficient bureaucracy managing the Empire's vast sanitation infrastructure. In truth, however, SISA operates as a clandestine ministry controlling and coordinating organized crime within the Empire. Acting as both overseer and facilitator, it carefully balances the Empire's powerful cartels, manipulating criminal elements to enforce Sith order. Under its covert role, SISA executes targeted assassinations, false-flag operations, intelligence gathering, and maintains secret diplomatic channels among criminal factions. Through strategic allowance and regulation of controlled illicit activities, it ensures crime remains organized and beneficial to imperial interests, enforcing obedience and stability within Sith borders.

• The publicly-known head of SISA, perceived as a mundane bureaucrat. This individual manages official sanitation operations and serves as the organization's public liaison, unaware (or only partially aware) of SISA's covert activities.

2. The Custodian (Secret Head)

• The true leader of SISA, operating entirely from the shadows. Known only by codename, "The Custodian" coordinates clandestine activities, cartel interactions, and reports directly to Sith leadership, maintaining secrecy at all times.

3. Cleaners

• Elite Sith-trained operatives who handle high-level covert missions including assassinations, intelligence gathering, manipulation of cartel politics, and enforcement of Sith directives within the criminal underworld. Each Cleaner commands significant autonomy, answering directly to The Custodian.

• High-ranking criminal cartel leaders personally vetted and controlled by SISA. They manage specific criminal territories or operations and serve as intermediaries, ensuring criminal activities align with Sith interests.

5. Sweepers

• Mid-level enforcers and field operatives responsible for street-level operations. Sweepers handle direct interactions with cartels, manage day-to-day illicit operations, and ensure lower-level criminals remain compliant and orderly.

6. Sanitation Workers (Public Operatives)

• Low-level personnel who perform genuine sanitation and waste-disposal tasks. Most sanitation workers remain unaware of SISA's covert functions; however, select individuals within this group serve as informants, logistical support, or cover identities for higher-level operatives.
