With the deployment of the Blackwing virus on Atrisia it was decided the Confederacy needed a quick way to deliver an anti-viral to an entire planet. The intent behind revisiting an old imperial cluster bomb was to create a weapon that could be deployed by starfighter or ship and then detonated in the upper atmosphere en masse to deploy the anti-viral planet wide. As this could be used as a weapon of mass destruction this weapon is developed exclusively by Elatar Enterprises and controlled by the Confederacy of Independent Systems.
