FIV Corde, a Fortan-class vessel sitting along side two Dagger-class ships rest in orbit of Yalara. Waiting for Intelligence to bring in the package, the exiled Noghri Prince, Rovkhan.
First Order: Prevent the Underground (The Kathol Outback)'s fleets from having an impact on the ground, get package off Yalara, keep all First Order personnel safe.
The Kathol Outback: Distract the First Imperial Navy long enough to extract the Prince, keep all Underground personnel safe and sound - ensure no civilians are targeted in the process.

Ground
Prince Rovkhan is holed up in a rundown apartment complex, it's six stories high and where he is - no one knows for sure.
First Order: You've got the Prince on the 3rd sub-level, keep the Underground from getting to the Prince, make sure to extract him and get him out to transport safely and as soon as possible.
The Kathol Outback: Find out where the Prince is exactly, and get him out ASAP with minimal to no collateral damage.

Depends on what the pretext of the story is.

Say it was Bespin, could be they were raiding to get Cortosis. Or for example, Sith have raided Jedi Temples for Holocrons, though those are usually agreed upon by the Admins.

Otherwise, no.

Skirmishes are low stakes.
