Basically think the Bounty Hunters Guild...but for others.
Smugglers, Mercenaries and other freelancers looking for work.
The Trade League offers a means for corporations and factions to hire out contracts to those otherwise beyond their usual ilk.
For example a faction needs mercenaries for a dominion thread, they would make an offer to the Trade League who would them pass on the information directly to those who excel in such a thing.
Same goes for smuggling, pirate work, slave trading...
