The electromagnetic interference in Solein's atmosphere disrupts long distance communication, electrical signals sent through the air, shielding and aviation transportation. It also stops interstellar travel as the metals found on Solein are naturally weak against the effects of the interference - more so than your generic durasteel and co. Low altitude ships are also subject to interference, although some hover equipment and crafts are still usable.
It also provides natural power throughout the world, and should an other-worldly ship come too close to the planet's atmosphere their shields will be scrambled like they would on-world. Ships created away from Solein would still be met with interference, but nowhere near as fiercely, as their metals and other components are atomically stronger than those which were created within the static-filled world.
Being that Solein's inhabitants were once technologically superior to their present state, they are still medically advanced. Due to the outlawing of advanced weaponry, following the horrific destruction of the Expansive, and with interstellar research having been rendered redundant, the Nations are able to pour the majority of their resources into furthering medical advancement.
The higher up an individual is on Solein, the worse the interference will impact their technology; this means that in order to pass mountain ranges, an individual would have to traverse the terrain themselves without the aid of energized transport. Likewise, journeying across the oceans via electrically powered means would prove perilous as the salt water's presence further attracts the charged atmosphere and renders them obsolete - a sure way to become stranded at sea.
Non electromagnetically powered vessels are naturally unaffected, resulting in a high demand for working animals. Because of this, electromagnetic transportation is a rarity and usually reserved for only the highest levels of society. The exception to this are short-line trains, but even these are used sparingly and mostly for hard-to-reach places such as Vomrahl.
The people of Solein have grown out of touch where Technology is concerned; while they remain as advanced as the rest of the Galaxy with regards to medicine, the likes of droids are not seen on world... At least, not in one piece. This is because almost every single droid which has been discovered since the Expansive War has been destroyed, with Soleils fearing their droid brains more than most weapons, believing that they could be made to revolt against their societies.
The atmospheric interference found upon Solein is the product of a war which waged millennia ago and is the reason that all save primitive weaponry is outlawed on the planet, with the exception of the vibropikes wielded by the Elite Guards, and the archaic Lightsabers of the Force Orders. Once, Solein had been extremely technologically advanced, and its people were able to travel the stars. Yet their relatively young minds where their advancements were concerned led them to be reckless with the resources they found.
One such resource was Isotope-5, which one scientist acquired off-world. Whilst the amount was minuscule, barely a microgram of the substance in his possession, it still had devastating implications when utilized as part of a WMD during the Battle of Kheth, the culminating conflict of the Expansive War. The inhabitants of Solein were not aware of this fact until it was too late, and the aftermath of the explosion left Kheth a sunken continent and its people unable to be saved.
Attempts at their rescue led to the discovery of the electromagnetic interference in the planet's atmosphere, and the fact that they were now cut off from the rest of the Galaxy. Initial attempts from off-worlders to make contact with the planet failed, and when all search parties failed to return Solein and its people were deemed destroyed and dead, and resulted in the planet being wiped from all future Star Maps. The planet's ores and metals were altered by the blast of radiation, weakening them to the effects of the interference.
Naturally there is no physical trace of Isotope-5 left on the planet, with the inhabitants bearing the full extent of its damage still to this day. Due to the loss of almost one third of Solein's landmass, and in turn a huge chunk of its populace, all energized weaponry was recalled and destroyed in safe and controlled conditions, with but a handful being kept to one side and safeguarded by the Emperor of the Sun as a last line of defense should the planet come under attack.
