Anyone have any idea how to do this; what program or similar ways? I think it just looks cool and helps in large fleet battles like what’s happening in Tatooine invasion.

Looks like it was done with Photoshop, honestly. They just adjusted the static layers as needed.

Yeah, it's just images placed into a video. They made a bunch of static images in Photoshop or some such and imported them into video making software and then made them last as long as they needed.
