WEAKNESSES
While Horror itself was made for use of Crowd Control, what was needed was a more personal way of delivery that could be used in stealth should it be needed. Combining that with the need of something that could be carried in fancy gatherings led to the creation of the Cuff Links as a delivery system because it was something he thought would be covert. Unfortunately due to the limits of compact technology the range of the Misters has been reduced to a 3 Foot Range as opposed to the original range of the substance when used normally.
Seeing as how these are made to be covert though, the mere making of cartridges in the size of the cufflinks is a herculean task in and of itself. Reloading is next to impossible without a lab and that is why multiple sets of the Cuff Links must be carried in order to provide a way of replacing. The Cufflinks are also prone to overheat as well with even 2 shots simultaneously.
Another flaw is that a blockage might cause them to backfire and expose him to the toxin as well.
These were also made to test to see if Horror could have other applications than simple Crowd Control purposes. They were also made to help him with thefts should he need a more brute force approach. Given his distaste for killing, he decided that a quick delivery system that could be done up close would be the best approach to "weaponize" Horror.
This approach was also done because he didn't want to make missiles or anything that shoot the substance in large amounts as he wanted to be sure it would have no side-effects.
