- Description: OPA informants and other local contacts make up the backbone of the Resistance Network's early warning system. Most of the time they're pretty much indistinguishable from any other spacer or colonist but whenever trouble goes down local networks are activated to scout the enemy's strength and disposition while notifying Alliance Command so a reaction force can be scrambled.

- Combat Function: Local Partisan networks are primarily scout and logistics support cells. They are infiltrators as well as saboteurs but prefer to avoid direct engagements until proper OPA militia fighters are on the scene. Ordinarily these contacts are a defensive measure embedded in 'friendly' territory, but smaller advance teams have been known to operate on the fringes of hostile space where counter-intelligence is at its weakest.

The difference between a gang of radicals and one of the OPA's spy networks is a matter of purpose as well as training. Informants maintain infrequent contact with Alliance Command offworld keeping them apprised of any developments that might affect security or trade. Mostly though they go about their daily business. Wild Space is a harsh place where very few can afford to make keeping an eye out for the Alliance's interests a full time job. Networks are activated by discreet signal whenever any one link reports in with some anomalous activity.
Heroes of the Kathol Outback are now legends that have inspired a new generation of would be rebel outlaws. Most are content to make trouble with the other radicals but those who have skills and experience valuable to the OPA are recruited by local agents or seek out like minds on their own. A few stumble into the cause through circumstance or association. Despite their humble roots the galaxy's edge is full of danger to scout and those who don't learn quick on the job wind up dead.
