Jedi are always free game. We try not to hit The First Order because of the TSE - FO alliance. The Fel Empire, for example, would be free game.

Republic Remnant, Outer Rim Coalition, Fel Empire, Rebel Alliance, Confederacy of Independent Systems, Silver Jedi Order, to mention some options.

The First Order and The Mandalorian Empire are The Sith Empire's allies, and thus mostly off limits (unless contracted from within)
