  • Any submission made personally by the user or another PC must have a development thread.
It's my contention that this rule is obsolete and doesn't really accomplish anything. As the very next clause is-
  • Additionally, an RPJ may request a development thread for any submission.
-the first rule is redundant.

I'd say drop one and go with the other. Personally, I'd say drop the first one and go with the second one. If a dude wants to make a chrome-plated revolver that's just a basic thing, why make a thread? But if said dude wants it to also shoot Huttlets, then yeah, I'd say a dev thread would be needed. Leave it up to the FJs/RPJ to ask for a dev thread.
