At the top of my head, you're free to set it up on an SSC world but keep it as a minor faction. Introducing a new Force Order I think would only divide us as both orders would have their own agenda and leaders, etc.

It probably wont even be a minor faction. Just a group of PCs who all fall under the Templar banner.
If anything, I'd make it a sub of the Jedi Order.
