Technology "Cost" in Classification

Question: I've seen a "Cost: X" listed in some Tech submissions under the classification heading. What is this cost referring to? What's the X (numeral variable) in reference to? I can't seem to find a post explaining this, so I either missed it or missed a Skype conversation.

A fighter that would normally get 4 laser cannons, for example, could have one heavy repeating laser cannon (x2, x2).

Eherm, while [member="Rasho the Hutt"] would normally be right, I am a redhead IRL and thus 4 is the number of souls needed to buy one.
But yes, heavy repeating has a x4 modifier so a regular fighter or bomber can't field more without sacrificing warheads/launchers.
