Breuner has proven highly trained, exhibiting proficiency in most equipment and procedures required of both military and espionage deployment. Breuner passed advanced certification testing for small arms, hand-to-hand, marksmanship, demolitions, scouting, and survival, as well as basic certification for security slicing, first aid, and piloting. Further testing was deemed unnecessary. Breuner's abilities are comprehensive, and all due caution is recommended in pursuit.
Furthermore, Breuner has proven to possess the disposition necessary for command of both military and espionage detachments. Breuner remains calm in a crisis, is willing and able to employ asymmetrical solutions to problems, and has exhibited creativity and amoral insight when drafting and implementing field operations. Breuner is known to utilize any asset to achieve success and should not be underestimated.

Breuner is biologically and cybernetically unaugmented. While in fine physical condition for a member of her species, human-standard physical abilities and procured equipment are frequently ill-suited to contending with Force-using threats, especially in close quarters. Approach with two or more Force-using melee combatants is recommended.
Breuner displays dependency on antisombulant narcotics. Side-effects when deprived result in occasional impairment of motor functions and decision-making capabilities. Breuner is known to be resistant to rehabilitation, and dependency on antisombulants could provide leverage.
Ministry of Secrets agent Rook-18, Razelle Breuner, was scouted for CIS employment by Scherezade deWinter during operations on Arkham 13. Upon further interview conducted off-site, Breuner was determined to have an extensive history of prior loyalties with foreign powers both current and former, including the Eternal Empire, the Galactic Alliance, the First Order, the Black Sun Syndicate, and the Hutt Cartel. Involvement in Eternal Empire activities was overlooked and had been judged an acceptable risk, according with operational effectiveness. Involvement with other intelligence organizations was judged to be an asset. Breuner has shown uncommon perspective, likely entirely due to intimate knowledge of the inner workings of several rival agencies. Asset's loyalty and reliability remained suspect for the duration of her service.
Breuner's original template lived and died during the twilight of the original One Sith empire, around roughly 120 ABY. Initially a biochemical project to create a competent and obedient genetic template, Breuner seems to remember her original template as the third such project by the same group. The first two projects having succeeded in producing Force-sensitive specimens but failing to control them, Breuner's template was created with no potential such abilities. Research into the overseeing doctor, "Maximilian Rucker," has proven inconsistent, but clan records from Ando Prime around this time corroborate Breuner's story. It is the opinion of this council that the veracity of Breuner's history is acceptable, and largely irrelevant.
Breuner's history with fellow agent Crow-03, Scherezade deWinter, was key to her recruitment and utilization. DeWinter's own familial background was further validated by coincidences in Rook-01's interview. Furthermore, Breuner's advanced degree and variety of operational training served as verification for her alleged military history. Accordingly, Breuner's interview was judged as admissible in its entirety. Breuner was a Stormtrooper recruit for the old One Sith empire. She showed an exceptional degree of both technical skill and an understanding of duty, and was subsequently recruited into the Stormcommando initiative. Immediate and decorated service saw her retasked to One Sith Intelligence, and trained in infiltration and espionage, then dispatched as a mole into the old Galactic Alliance.
Loyalty conflicts led to Breuner deserting her duties in both the OSI and GA SpecForce. Upon deserting, Breuner encountered deWinter's parental mother, Nessarose deWinter, and pledged herself to her service in the construction of a new Sith-aligned power structure in the Outer Rim. Records of this "Sanguine Potestatem" have been found and verify Breuner and deWinter's claims. Breuner's work with this splinter Sith empire culminated with her assignment to the position of "Queen's Raven," an analogue to the mildly more ancient "Emperor's Hand." Her deployment and activities in this position are extremely varied, not entirely verifiable, and largely irrelevant. The splinter Sith empire gained influence over Kamino, and a clone template of Breuner was made.
As Breuner's loyalty seemed to lay entirely with Scherezade deWinter, her reliability was deemed acceptable while deWinter was under Ministry employ. Likewise, her desertion following deWinter's disappearance was predictable. Current whereabouts unknown.

- Fable Merrill : Significant other. Underground MMA fighter. Mandalorian ties, but no obvious loyalties. Minimal contact with agent since recruitment. No observed knowledge of Ministry activities.
