The Dosuunian Commonwealth of Nations

  • Intent: To elaborate on what some of my characters refer to as the Commonwealth in their post. This is mostly for my own reference, in case someone asks one of my characters what they’re talking about.

GENERAL INFORMATION
  • Organization Name: The Dosuunian Commonwealth of Nations | The Commonwealth

  • Classification: National Organization | Government

  • Affiliation: Dosuun | Primo Victorian | First Order

  • Organization Symbol: A crown and laurel resting inside of the first order’s old hexagon, while small ‘sun rays’ are on the outside of the hexagon.

  • Description: This is a political organization of a number of systems within the Unknown Regions. Many of whom had been members of the First Order at one time or another. The Commonwealth initially grew as the Eternal Empire encroached on its borders. Seeking to reject their ideology. They became their own ‘league of nations’ in which many systems maintained close political ties with Dosuun.

    Acknowledging its sovereign queen as the reigning monarch above all systems. While each system maintains its own government.* They upon joining recognize the Dosuunian system as the overall ruling government of all systems. The Dosuunian Commonwealth ensures the economic well-being of its member worlds along with their security by maintaining a standing military ready to defend its borders at any time.

    * Note: There are systems within the Commonwealth that maintain their own monarchies, and as such the Royals of Dosuun are referred to with the prefix of ‘High’ indicating their status as rulers of all within the Commonwealth.

  • Hierarchy: The Commonwealth’s structure is reflected below:
    • The Crown: Whoever holds title as High Queen or King of Dosuun is then the de-facto leader of the Commonwealth. The Crown in the Dosuunian Commonwealth of Nations serves as the ultimate authority and symbol of unity for the member planets. The responsibilities of the Crown include:
      • Final Approval: The Crown has the authority to give the final approval on all laws, revenue bills, treaties, and significant decisions made by the Commonwealth's legislative body. While there is a democratic process within the Commonwealth, the Crown’s approval is necessary for any legislation to become law.
      • Representation: The Crown represents the unity of the Commonwealth both internally and externally. They serve as the figurehead for the diverse member planets and uphold the Commonwealth's values and traditions.
      • Arbitration: In times of crisis or significant disagreements among member planets, the Crown serves as an arbitrator, helping to resolve conflicts and maintain harmony within the Commonwealth.
    • The High Commissioner: This esteemed individual serves as a crucial bridge, connecting the Secretariat and the Crown in a harmonious blend of executive functions. Comparable to a Prime Minister in some respects, the High Commissioner's appointment carries significant weight and authority.

      The process of appointing a new High Commissioner is a meticulous one, reflective of the Commonwealth's commitment to democratic principles. The incumbent High Commissioner steps down from office or is removed, prompting the need for a successor. The appointment of a new High Commissioner rests in the hands of the Council of Planetary Representatives and the Board of Governors. These bodies, elected representatives from member worlds across the Commonwealth, participate in the selection process, ensuring a voice for each corner of the vast interstellar nation.

      Duties, Role, and Responsibilities of the High Commissioner:
      • The role of the High Commissioner is multifaceted, embodying the spirit of diplomacy, leadership, and coordination within the Commonwealth. Their duties encompass a range of responsibilities vital to the functioning of the government:
        • Liaison Between Secretariat and Crown:
          • Acting as a linchpin between the Secretariat, the legislative body representing the member worlds, and the Crown, the High Commissioner facilitates seamless communication and collaboration. They ensure the harmonious alignment of policies and decisions, fostering unity among the Commonwealth's diverse planets.
        • Executive Decision-Making:
          • The High Commissioner actively engages in executive decision-making, contributing valuable insights and expertise to the governance of the Commonwealth. They play a pivotal role in shaping policies, legislation, and initiatives that drive the progress and well-being of member worlds.
        • Crisis Management and Conflict Resolution:
          • In times of crisis or internal discord, the High Commissioner takes a leading role in crisis management and conflict resolution. Their diplomatic acumen and strategic thinking are instrumental in navigating challenges, preserving peace, and upholding the Commonwealth's stability.
        • Representation and Advocacy:
          • The High Commissioner represents the Dosuunian Commonwealth on the galactic stage, advocating for its interests and fostering alliances with other stellar nations. Their diplomatic engagements strengthen the Commonwealth's standing, opening avenues for trade, collaboration, and mutual understanding.
        • Policy Development and Implementation Oversight:
          • Collaborating with the Secretariat and the Crown, the High Commissioner contributes to policy development and oversees its implementation. They ensure that the Commonwealth's legislative agenda aligns with its core values, promoting prosperity, equality, and justice for all member worlds.
    • The Secretariat: Comprises seven Secretary-Generals, each overseeing specific areas: Military Affairs, Domestic Affairs, Political Affairs, Economic Affairs, Corporate Affairs, Security and Intelligence, and Judicial Affairs. The selection of these Secretary-Generals and their deputies is a meticulous process orchestrated by the Commonwealth’s Board of Governors, elected officials from their respective planetary systems. Upon nomination, candidates must undergo a confirmation process by the Council of Planetary Representatives and the Council of Viceroys. To be confirmed, a candidate must receive a 2/3rds majority from both Councils to be approved.

      The Crown retains the power to veto any confirmation at any point during the proceedings. If the Crown exercises this veto, the candidate must present their case directly to the Crown. If the Crown's disapproval persists, the candidate is eliminated, and the Board of Governors initiates the nomination process anew.If the Crown approves then the confirmation resumes from where it left off.

      The Secretariat operates under the guidance of the High Commissioner, acting as a liaison between the Secretariat and the Crown. The High Commissioner oversees the Secretariat's functions, ensuring they align with the Commonwealth’s vision and goals. Once the Secretariat has been established and confirmed, the High Commissioner grants their seal of approval, signifying the final step before these distinguished leaders commence their essential duties in shaping the destiny of the Dosuunian Commonwealth.

      Here are descriptions of the roles and duties of the Secretary-Generals within the Dosuunian Commonwealth of Nations:
      • 1. Secretary-General of Military Affairs: The Secretary-General of Military Affairs oversees the Commonwealth's defense forces and military strategies. They collaborate with planetary defense forces, ensuring a unified and coordinated defense network across member planets. Their responsibilities include assessing military capabilities, formulating defense policies, and advising the Secretariat and the Crown on matters related to military readiness and security.
      • 2. Secretary-General of Domestic Affairs: The Secretary-General of Domestic Affairs focuses on internal matters within member planets. They work closely with planetary governments to address issues related to healthcare, education, public safety, and social welfare. Their role involves formulating policies that enhance the quality of life for citizens, promoting social cohesion, and addressing challenges arising within planetary boundaries.
      • 3. Secretary-General of Political Affairs: The Secretary-General of Political Affairs oversees political structures and governance systems within member planets. They support democratic processes, monitor elections, and promote political stability. They act as liaisons between planetary governments and the Commonwealth, ensuring open communication channels and assisting in conflict resolution between member planets.
      • 4. Secretary-General of Economic Affairs: The Secretary-General of Economic Affairs focuses on economic policies, trade relations, and financial stability within the Commonwealth. They work to enhance economic cooperation, promote trade agreements, and encourage sustainable development across member planets. They assess economic challenges, propose solutions, and facilitate initiatives that boost the overall economic prosperity of the Dosuunian Commonwealth.
      • 5. Secretary-General of Corporate Affairs: The Secretary-General of Corporate Affairs oversees corporate entities, trade organizations, and business interests within the Commonwealth. They promote ethical business practices, regulate corporate conduct, and ensure fair competition. They work to balance corporate interests with the welfare of citizens, fostering an environment where businesses thrive while contributing positively to society.
      • 6. Secretary-General of Security and Intelligence: The Secretary-General of Security and Intelligence leads the Commonwealth's security and intelligence efforts. They oversee intelligence agencies, counterterrorism units, and law enforcement agencies, ensuring the safety and security of member planets. They focus on intelligence gathering, threat analysis, and response strategies, safeguarding the Dosuunian Commonwealth from internal and external threats.
      • 7. Secretary-General of Judicial Affairs: The Secretary-General of Judicial Affairs oversees the judicial system and legal framework within member planets. They work to ensure the adherence to Commonwealth laws, uphold justice, and protect citizens' rights. They collaborate with planetary judicial bodies, harmonizing legal practices and promoting a fair and impartial judiciary across member planets. Their role involves addressing legal disputes, advocating for judicial independence, and promoting legal education and awareness within the Commonwealth.

    • Council of Viceroys: These individuals are appointed by the High Queen or King to represent the monarchy and act as their voice. Viceroys are assigned to member worlds at Her or His Majesty’s leisure. While they cannot veto Her or His Majesty’s choices for the Commonwealth, they can issue a ‘Dissenting Statement.’ Although this has yet to occur. The Council of Viceroys is a body of appointed representatives chosen by the ruling monarch to serve as their voice and advisors.
      • Each Viceroy is assigned to a member planet. Their role includes:
        • Monarch's Voice: Viceroys convey the ruling monarch's directives, decisions, and concerns to member planets. They serve as a direct link between the planetary governments and the monarch.
        • Advisory Role: Viceroys provide counsel to the ruling monarch based on their deep understanding of individual member planets. They offer insights into planetary matters and help in shaping the monarch's decisions.
        • Collaboration: Viceroys collaborate with the Council of Planetary Representatives and the Board of Governors, ensuring that the monarch's intentions are understood and respected in the legislative process.
    • Board of Governors: Elected by their member worlds, the Board of Governors consists of the governor and their deputy governor. Ensuring that each member world is as equally represented as possible.Governors can be removed by Her or His Majesty, if they have refused to vacate the position after a recall vote. The Board of Governors often work together to write legislation for the betterment of the Commonwealth. This includes but is not limited to drafting laws, revenue bills, treaties or other pieces of legislation that might be necessary.
      • The Board of Governors serves several functions:
        • Governor Representation: Every member planet is represented within the Board of Governors by its elected Governor and Deputy Governor. These individuals act as not only the voice of their constituents but also as liaisons between the Dosuunian Commonwealth and their respective planetary governments.
        • Focused Legislation and Collaborative Lawmaking: The Board of Governors focuses its legislative efforts on matters directly impacting individual planets. Collaborating closely with local governments, they engage in the creation of laws that address planetary affairs, internal governance, and localized policies. This collaborative approach ensures that the unique needs and nuances of each member planet are acknowledged and integrated into the legislation.
        • Implementation Oversight and Planetary Integration: Following the passage of legislation, the Board of Governors takes on the crucial role of overseeing its integration into member planets' legal frameworks. Through close collaboration with planetary governments, they ensure the seamless implementation of Commonwealth laws. By working hand in hand with local authorities, the Board guarantees that Dosuunian Commonwealth legislation aligns effectively with the specific contexts and requirements of individual planets.
    • Council of Planetary Representatives: These representatives are chosen by the planetary governments through democratic processes on their respective planets.The number of representatives a planet has is based on their population. They can only serve two six year terms, and afterwards are no longer eligible to run for this particular office. Can only be removed by a recall from their constituents, or by Her Majesty. In either case, a new special election is then held so that a new representative can be elected.
      • The Council is another essential legislative body, but it differs in composition and function:
        • Legislative Oversight: The Council of Planetary Representatives participates in the formulation and amendment of Commonwealth laws. Proposed legislation is debated and voted upon in this chamber.
        • Advocacy: Representatives from member planets advocate for their planet's interests, ensuring that the concerns and needs of their constituents are addressed within the Commonwealth.
        • Budgetary Approval: The Council has the authority to approve Commonwealth budgets, ensuring financial allocations align with the collective interests of member planets.
        • Policy Recommendations: Representatives can propose policies and initiatives that, if supported by the majority, become part of the Commonwealth's agenda.
  • Membership:
    [IC] There are thus far eleven worlds (this includes Dosuun) that are considered members of the Commonwealth. To request membership, all a world or system would need to do is begin by approaching the Commonwealth’s Secretariat who would then begin the process of dispatching an application to that system. After the application process, there are several visits required to determine the health of the world/system. As well as determining the people’s well-being and mood. After a series of visits have been concluded an Imperial Conference is convened to determine if that world will be approved. Membership must be approved unanimously. If it has not, the prospective member would need to wait another year before attempting again.

    [OOC] There really isn’t much of one, this is generally for my own role-play purposes, so I suppose just speaking with me privately would work. I don’t quite expect anyone else to follow this, as mentioned - it’s mostly for my own shenanigans.


  • Climate: The Commonwealth is seen as a positive influence throughout the Unknown Regions. An advocate for such values as free will, self-determination, and peace throughout the area. They typically seek out diplomatic solutions first and will do what they can to work with others. However, they will not be pushed around or be made to bend the knee to another’s will. Those working for the Commonwealth see it as a force for good as well, as each of the member worlds are fairly prosperous.

  • Reputation: A positive reputation, although with any government there are detractors and those who do not approve.

  • Curios: Each member has their own unique seal within the Commonwealth these seals represent each system. Seals have been made into unique flags and other curios that are often sold to citizens wishing to have one for themselves. Seals have also been minted into their own unique collector coins.

  • Rules: The Commonwealth’s criteria for joining and then maintaining membership are as follows:
    • Criteria for Joining:
      • New members must have a direct constitutional link to an existing member. In many cases, this is due to new members having been at one point or another, a part of the First Order. Either as part of Sieger Ren’s Regime or Ariel Yvarro’s Pax Imperialis Regime.
      • Exceptions will be met on a case-by-case basis should the need arise.
    • Criteria for Maintaining Membership:
      • Be full sovereign states.
      • Recognize the Dosuunian Queen or King as the High Queen or High King of the Commonwealth.
      • Accept the Founding Principles.
      • Accept Galactic Basic as its official language.
      • Accept the Sovereign as its official currency.
      • Accept the Dosuunian Calendar as its primary calendar.
      • Respect the well wishes of the general population with regard to Commonwealth membership.
  • Goals: The Commonwealth’s goals are to simply maintain itself, and continue with its outreach program through the Commonwealth Foundation. Expansion is not its primary goal or even a tertiary goal. Rather its goals are to keep those under its care safe, and secure, and to help them be as prosperous as they can be. Unifying under the Crown, utilizing the same currency; the sovereign, and advocating for the betterment of not just the Commonwealth itself but the Unknown Regions as a whole.

It should be noted that Halscotts, Yvarros, and Fortans descended from Fiolette Fortan while high ranking and often regarded as part of the upper echelons of the Commonwealth. Are not part of the Royal Family, Royal House, or in any way associated with the Royal Legacy. Their particular fame within the Commonwealth stems from Fiolette Fortan, at the time known as Fiolette Raaf, and her then-wife Taeli’s vast resources from their companies Primo Victorian and Aurora Industries.

Both companies provided an enormous amount of credits, infrastructure, healthcare, and arms to which many of the Commonwealth’s founding nations were able to build themselves back up. Lending Dosuun enough strength for it to once more become the capital world it once was and more. In the days since the last Empire (most recent First Order incarnation), these families and indeed cadet branches are often wealthy and among the elite in Commonwealth society.



HISTORICAL INFORMATION
Sometime after Ariel Yvarro’s Pax Imperialis Regime fell, Primo Victoria moved into Dosuun once more. Not to rebuild, no, this was simply to keep everything floating until Dosuun and the surrounding systems figured out what they wanted to do. Seemingly they were well adjusted to the governments in place and there wasn’t much need for Primo Victorian to be as involved as they once thought.

However, the need for a First Order was no longer there. As the Second Great Hyperspace War continued, the Southern Imperial Systems wanted to remain together as a functional government. Only, without other systems giving them a worrying look by maintaining their First Order identities. While to Dosuun and its surrounding systems, this is a symbol of their own heritage. They recognized that not everyone would agree or see it as they did. Borrowing from governments that had once held territory around them, Dosuun and other systems created the idea of the Commonwealth.

This would enable them to maintain the status quo including their Royal Houses without dismantling everything about the previous First Order. Leading the front was Dosuun and following them, Mephout, Seoul, and Needan. Together they founded the Commonwealth of Dosuunian Nations, noting that once more Dosuun would sit as the capital. They agreed that each system would govern according to how they saw fit. But they had to outline an agreement that each one must maintain they referred to as the Founding Principles.

The Founding Principles:

  • We must maintain galactic peace within our region of the galaxy.
  • We must advocate for order, and encourage galactic economic development, and the rule of intergalactic law.
  • We must maintain security in our region of the galaxy and ensure the prosperity of the Commonwealth and its members.
  • We must maintain individual freedoms, and liberties and understand that there must be equal rights for all citizens, regardless of gender, species, creed, or political beliefs.
  • We must maintain that all individuals have the ability to participate in the political process.
  • We oppose all forms of oppression, we are committed to the principles of dignity and equality.
  • We must maintain the economic and social development of our systems to satisfy the basic needs and aspirations of the vast majority of the people in our member worlds.
  • We seek to be progressive in the removal of the wide disparities in living standards amongst our member worlds.
These principles have become the guiding light for the Commonwealth as it grew beyond the founding members and began to incorporate surrounding systems. In this way, not only could Dosuun continue to rule the surrounding systems, it no longer had to worry about its immediate neighbors. United under the Commonwealth, maintaining their own unique cultural identities while working toward the common goal of creating a better tomorrow for all. The Dosuunian Commonwealth of Nations sought not just to grow beyond its identity (although they are quite proud of it) as the former capital and systems of the First Order.

For the next twenty or so years, the Commonwealth grew in influence and size. By 900 ABY, they had become quite proud of what they had built, for what had once been a necessity to maintain their own identity in the face of possible conquest, something Dosuun swore it would never subject itself to. The Commonwealth had become more than just a bond between systems, but truly a family of worlds that seek to champion individual liberties and help its citizens flourish and thrive in this new era of galactic peace.
