A name that still strikes fear throughout the known galaxy, the Exchange number themselves among the forefathers of interstellar organized crime. The business fronts change, shell companies come and go, but through it all there is a near uninterrupted cycle of waxing and waning control over the galactic criminal underworld.
Its legacy endures because the Exchange is not a nationalist or ideological organization, but an experiment in syndicated egalitarianism. Unlike the arrogant and xenophobic Hutt Cartels, the only limit to advancement for a budding crime lord is their cunning and scoundrel’s luck. Over time the group has been run either by vigo council or a single unifying figure, but their purely analytical approach towards who to incorporate has remained a constant.
After a period of long silence, the modern incarnation of the Exchange first rose to prominence through their associations with the Red Ravens, and together the two syndicates for a time held controlling stakes across large swathes of Hutt space. Eventually the Red Raven empire collapsed due to infighting, and once more the Exchange consciously withdrew into the shadows, waiting for the next opportune moment to rise again.
Headquartered on an infamous but rarely seen shadowport the Shiv, Underlord Khaleel Malvern oversees a loosely affiliated cabal of regional crime lords and smuggler princes, with stakes in assorted enterprises on worlds throughout the Outer Rim, from Antecedent to Nar Shaddaa. Each vigo holds sole domain throughout their territory, and invest in ventures of varying degrees of criminality, but each pays tribute to the Underlord and his council.
RATIONALE
Khaleel Malvern is the latest in a long line of unifying Underlords, although remains notable due to the unusually long tenure of his career as Exchange sovereign. Throughout much of his early criminal reign, Malvern ruled solely and with an iron fist, but after the fall of the Red Ravens has grown increasingly reclusive. As a result, a powerful alliance of veteran crime lords known as the Brokers have united to fill this power vacuum and handle many administrative responsibilities, all under the auspices of service to a name that continues to terrify many into complacence.
