The Foundation is more than a rebellion—it is the promise of a new future, built on principles that stand in contrast to the tyranny and corruption it opposes. To ensure that we do not become the very thing we seek to end, every soldier, officer, and leader of the Foundation must uphold the following Code of Conduct and Rules of Engagement.

The Code of Conduct
The Code defines who we are, why we fight, and what we will not become. Every member of the Foundation is bound to these tenets:
- The Fight Must Be Just – We do not fight out of hatred, revenge, or personal gain. Every action we take must serve a just cause: the protection of life, the defense of freedom, and the dismantling of oppression.
- Fight with Purpose – Violence is not our first answer. Diplomacy, subterfuge, and alternative means must always be considered before engaging in conflict. If war must be waged, it must be fought with purpose, not recklessness.
- No Civilian Shall Suffer By Our Hands – Innocents will not be targeted, harmed, or used as pawns. We fight tyranny, not the people trapped beneath it. Any soldier who willingly brings harm to civilians will be held accountable.
- War Must Have Limits – There are lines we do not cross. Weapons of mass destruction, biological warfare, and tactics that cause unnecessary suffering are forbidden. Our war is not one of annihilation, but of liberation.
- Legitimate Targets Only – Military personnel, warships, supply depots, and command structures are valid targets. Civilian infrastructure, places of worship, hospitals, and neutral zones are off-limits unless actively used for warfare.
- Retreat is Not Cowardice – If a battle cannot be won without devastating losses, retreat and regroup. A pyrrhic victory is no victory at all. We fight to build a future, not to throw lives away.
- Captives Shall Be Treated with Dignity – Prisoners, even enemies, will not be executed or tortured. Intelligence may be gathered through lawful interrogation, but abuse is strictly forbidden. To act as they do is to become them.
- No One is Above the Code – Rank, power, or status does not grant immunity from these rules. If we allow corruption to fester within, we have already lost the war.
- We Fight For Tomorrow’s Victory – Our mission does not end when the war is won. We must ensure the peace that follows is just, that the systems we fought to overthrow are not replaced by another form of oppression.

Consequences for Violations
Should any member of the Foundation break this Code, there will be repercussions. Discipline must be fair, but firm—justice, not vengeance, will guide us.
Minor Infractions (Warnings, Suspension, Restorative Action)
- Disregarding Tactical Retreat Orders – Soldiers who needlessly risk lives by refusing to fall back will be suspended from duty and required to undergo additional command training.
- Reckless Destruction of Property – Those who destroy non-military structures without cause will be held responsible for aiding in reconstruction or providing resources for affected civilians.
- Disobedience of Engagement Orders – Soldiers who engage the enemy without proper clearance will be temporarily relieved of duty and must justify their actions before command.
Major Infractions (Court-Martial, Exile, or Execution in Extreme Cases)
- Willful Harm to Civilians – Any member of the Foundation who knowingly harms, exploits, or targets civilians will face a full tribunal. The standard punishment is immediate exile; in extreme cases, execution may be considered.
- Torture and War Crimes – The use of torture or prohibited warfare (biological, chemical, or mass destruction weapons) will result in court-martial and permanent expulsion, with possible criminal sentencing.
- Corruption or Abuse of Power – Leaders or officers found abusing their authority for personal gain or oppression will be removed from their position and, depending on severity, imprisoned or exiled.
- Defection to Tyrannical Powers – Any member who betrays the Foundation by aiding oppressive regimes will be declared an enemy of the cause and may face execution if captured.
