The Galactic Senate Guide

The Galactic Senate is an area for senators and politicians to get together and set the policy for the Republic. Formerly all policy from the Republic has been set and enforced out of character, from now on we will be putting the power over in character policy in the hands of the players.

How can I get involved? Well it's simple. Make a senator alt, or an alt high in the faction and start posting. We aren't constraining you with rules, we only ask that you be respectful of other players and of the Staff.


SENATE HOW TO GUIDE

What do Senators do?
Senators make up the Legislative branch of the government, the Senate. The Senators represent their planet’s interest in the Senate. The main task of this body is to make the laws. Its powers include passing laws, originating spending bills, impeaching officials, and approving treaties.

What powers do Senators have?
Senators can propose bills, speak on the Senate floor, and vote on bills. Senate has no control over the military or Jedi except in financial matters. In time, when and if we get more players, we will create Senate oversight committees for the Military and other area’s of government.

What are Bills?
A Bill is a proposed law under consideration of the Senate. A Bill is proposed to the senate by posting a new topic with the Bill Template. Once posted the Bill is then debated with suggestions, additions, and changes put into effect through the course of discussion. The Supreme Chancellor moderates discussion, and decides when to put a bill to the vote.

How does one vote?

After the Chancellor deems the discussion over he then creates a voting thread. Voting is not done through polls, but rather through posting in Yay or Nay in relation to the vote. The voting thread is not to be used as a forum for discussion.

Who can vote?

In theory only Senators can vote IC, however there are thousands of NPC Senators and to make sure that the Senate represents the entire Republic at large we will allow everyone to cast a vote OOCly. Only one writer account with a Republic Character may vote. You may not vote with multiple characters.

What can I propose in a Bill?
Within reason you can propose near anything, but remember the Senate has limitations listed above. We know that you might want to effect the military and get them to do a special training thread. Instead of trying to mandate the military do specific training instead appropriate money for use in a specific type of training. This way people can participate in a thread but you don’t make an outlandish law that seems unrealistic.

Is there an appeal system to a law passed?
Laws passed that aren’t within the purview of the Republic’s governmental system may be appealed through the Courts. Its powers include interpreting the “Constitution”, reviewing laws, and deciding cases involving planet’s rights. The court is made up of people chosen by the faction staff. It is the job of these players to act as the IC court and decide if newly passed laws are inline with the spirit of the founding principals of the Republic.
