The Imperial Ruling Council, also referred to as the Imperial Council, is a collective body of bureaucrats, high ranking military governors, and members of the Imperial Court, who oversee the daily affairs of the Galactic Empire (Dark Empire), and wield considerable powers.

Succeeding the Tribunal - the former governing body of the fledgling Empire - the Imperial Council has direct access to the Emperor and acted as his deputies, with all Moffs, generals, admirals and other upper-level figures reporting to them in turn. Some members of the cabinet were charged with overseeing martial aspects, and notified the sovereign on new developments within the Imperial Military. In spite of their authority, the councilors were not always privy to the details known to the Imperial Intelligence, as information was closely guarded on Carlac.
