The Imperial State
Many Sith-Imperial naval assets were left stranded after the Galactic Alliance took Dulvoyinn, and cut off trade that had flowed from the Core to the Empire's western reaches. Of the fleets that wandered aimlessly after being unable to link up with the rest of the Empire it was War Fleet Crimson Arrow that proved to be the most ambitious. For years Grand Admiral Privelig Galand had chaffed under the oppressive oversight of the Empire's Sith leadership, which is why he frequently requested to be assigned to the non-strategic Northern outer edges of the Empire in order to command as he wished. So when access and communications were cut off with the inner Empire, Grand Admiral Galand found the perfect opportunity to purge the undesirables from his ranks and assume total command of his War Fleet. In a sudden, yet brutal, coup de grâce he had all of the Sith Lords, Knights, and Apprentices stationed on his warships assassinated and their corpses disposed of via airlock.
Grand Admiral Privelig Galand declared himself the Supreme Commander of a new Imperial State, and took Dasid Anya for the seat of his newfound power. Many naval officers who did not flock to the banner of Darth Carnifex found themselves in Galand's employ, and without any opposition the War Fleet he had amassed turned to raiding the nearby systems of their wealth, bullying those less powerful than they were into submitting to Galand's Imperial Authority.
If the Black Empire is to emerge as a new galactic power, they would eventually have to dismantle Galand's state and abscond with his fleet.
