- Organization Symbol: The crest of Ra'Katha manifests itself as a stylized sun with twelve individual rays. In the center of the sun sits another sun, with eight rays and the image of an eye in its middle.
- Description: The government of Ra'Katha, the Kemotat is a left-over relic from the age-old Rommer Empire that has become all that was left of the once might trading empire. Ruled by the Kemotar, a king of sorts whose power comes from his lineage of Rommer blood, the organization governs Ra'Katha with a guiding hand. Essentially, the Kemotat is ruled by the absolute power of its monarch, with its various Khumruns, or ministries, serving in an advisory role to the Kemotar. However, due to the complex nature of administration, many ministries are able to act semi-independently under the authority of the Kemotar, leaving the man himself free to focus on matters deemed important. Although each ministry has its own defined role and area of oversight, it is common for many of the duties to overlap between ministries and there is a high level of inter-departmental cooperation, an example being the Ministry of Trade working alongside the Ministry of Information and Ministry of Coin in foreign and diplomatic matters. The entirety of the Kemotat comprises of six different ministries:
- Ministry of Trade | Khumrun ce'Tihra: Complete authority over business, trades, and corporations withing Ra'Katha's sphere of influence, including regulation, appropriation, and foreign trade.
- Ministry of Law | Khumrun ce'Khanten: The ranking judicial power of Ra'Katha, with the Kemotar being the final judge in judiciary matters. Comprised of higher and lower courts.
- Ministry of Defence | Khumrun ce'Hirad: In charge of the defense of Ra'Katha, including the Aran'kha and planetary defense force. The Ministry of Defence also is directly responsible for relations with the Wan'anteen tribes.
- Ministry of Information | Khumrun ce'Jirada: The ministry with the responsibility to ensure the distribution and management of royal decrees, enlightenment programs, and non-trade foreign affairs.
- Ministry of Coin | Khumrun ce'Anubi: Responsible solely for the procurement and management of the Ra'Kathan Anubin and other currency of the planet, as well as managing the Kemotat's finances.
- Ministry of Interior | Khumrun ce'Dawan: In charge of Kemotat-sponsored infrastructural projects and the development of science and technology on Ra'Katha.

- Domain: The Kemotat lays claim to all territory on Ra'Katha and holds immediate authority there.
- Notable Assets:
- Hierarchy: The leadership position of the Kemotat devolves to the Kemotar, ruler of Ra'Katha who inherits the position via a hereditary line. The Kemotat has, in a sense, absolute power over Ra'Katha and is the final authority in matters. The Ministers of each corresponding Ministry act as both the heads of their respective department and as advisors in their ministry's overview to the Kemotar, acting in his name. Each Minister is appointed by the Kemotar and serves at the Kemotar's pleasure.
- Membership: A healthy amount of people serve in the Kemotat, whether for a short time or holding an actual job within the government. The Kemotat employs people as-needed, meaning that a wide variety of professions and levels of skill and experience are used by the Kemotat.
- Climate: The Kemotat of Bastille Rommer is fairly non-competitive, although Ministers and lower officials may try to sneakily compete for advancement in position with the Kemotar or within their government. However, the ruling fist of the Kemotar himself ensures that competition does not interrupt the proceedings of the government.
- Reputation: The Kemotat is not very well-known in the larger galaxy, resulting in a mostly neutral reputation galaxy-wide.
- Curios: Higher officials within the Kemotat will often wear a pin of the seal of Ra'Katha the twelve-rayed sun, to denote that they are working fort he government.
- Rules: As the governing body of Ra'Katha, any rules or laws made by the Kemotat apply to itself. Furthermore, the Kemotat follows the wishes and guidelines of the Kemotar himself.
- Goals: The Kemotat serves as the governing branch of Ra'Katha, an extension of the Kemotar's powers, and as a means to achieve whatever wishes and goals are set forth by the Kemotar.

The Kemotat has long been the traditional ruling government since the inception of the Ra'Kathan Empire. Formed by the first member of the Rommer Dynasty, Ba'agne Rommer, the Kemotat was and is structured around the absolute monarchy of the Kemotar, with the various branches and ministries serving merely as extensions of the Kemotar's will. As such, each Kemotat of each Kemotar have had wide differences between them according to the needs and desires of each Kemotat.
Altogether, the Kemotat is best described as those who carry out the wishes of the Kemotar in power. The bureaucracy of Ra'Katha, it has long existed as the place of power and ascension for those of noble blood and commoners alike.
