Breathe in... breathe out... Compared to many of the senators that filled the atrium around him, Lucas was far from the most senior of the august body that formed the laws and governances of the Galactic Alliance. Veradune was new to the Alliance, but Lucas and his Valde had spent no small amount of time observing and making their voices heard. Now, with war not simply coming but having already arrived, it was time to speak on where they did have the experience. When The Excelsus of the Howlaw Court spoke, it wasn’t with the voice of a timid new senator, introducing their first bill, but with the vice of a man confident in his experiences, a warrior who had stayed behind on Coruscant to defend its ideals and symbolism, and as a man who had served in a diplomatic fashion long before the Galactic Alliance had ever even existed.

“Fellow Senators of the Galactic Alliance, our nation is under threat. The sith creep at our borders adn our brave men and women within the GADF have answered the call. Moreover, I find that there are individuals and planets, such as my own that have joined them in this fight. But the GADF has expressed an interest in removing itself from Mercenaries and private contractors. I say that if we do this, we do it right. The people of the Alliance deserve a chance to serve it, but the Alliance deserves quality in its defense. To this end, I propose the Militia Act to replace or supplement the current Common Soldier Act.”

He took a breath, taking a moment for his words to sink in while his clawed fingers typed away on the screen in front of him. All around the room, the bill would appear for the other senators to read. “This will give planets the ability to support the alliance through military might, and should the time come, fold any over large defense forces into the GADF, bolstering our forces and creating an additional trade within the galactic Alliance. Every planet will have the option to fund a militia for combat duties outside of their own systems. These militias will be allowed to fight alongside the GADF and after a year and five engagements, may be given the opportunity to be purchased by the GADF as a full time unit. In this bill you will find provisions for equipping the units, as well as where they will fall in the over all ranking structure of the Galactic Alliance.”

His peace stated, Lucas returned to his chair. The bill had been drafted and proposed. With luck it would pass. He would have a legacy in this galaxy, but more importantly, by some great margin, the Galactic Alliance would have another resource, and Veradune would have its way to properly serve its newfound home.


GALACTIC ALLIANCE MILITIA ACT
1. Definitions
a. "Armed Force" means any body of members created for the purpose of waging war or doing battle.​
b. "Billet" means the actual role that a member is acting in regards as to what level of command they might hold​
c. "Common Rank" means any rank easily recognized as equivalent to another in either name or, more importantly, function.​
d. Designee" means anyone authorized by a higher power to act in that higher power's stead.​
e. "Engagement" means any operation where soldiers might combat hostile forces.​
f. "Field Rank" means any rank that allows a member to be in the field as a combatant and does not include trainees or cadets who are not yet considered fit for battle.​
g. "GADF" means any armed force under the direct and sole command of the Galactic Alliance on a federal level, especially the Galactic Alliance Defense Force.​
h. "Member" means any individual within the military, whether that be planetary or federal.​
i. "NCO" means any non-commissioned member capable of holding command over others.​
j. "Officer" means any individual holding a commission for higher command within the armed forces.​
k. "Planetary Defense Force" means any armed force raised by a planet and not controlled by the Galactic Alliance on a Federal level.​
l. "Planetary Militia'' means any planetary forces integrated into the GADF for purposes of offensive operations beyond planetary defense.​
m. "Rank" means any designation of position within the armed forces.​
2. Any Planetary government at the discretion of its leadership may integrate its planetary defense force into the GADF.
a. Planets that integrate a portion of their defense force to the GADF shall be allowed the following economic benefits:​
i. A tax break relative to the size of the force offered​
ii. The GADF will pay for 45% of the militia troops' salary or rate.​
b. Planetary Militia within the GADF will be subject to the following rules and regulations regarding Rank and Billet​
i. Planetary Militia will be billeted at the rank they held before integration if​
1. They are in command of forces solely composed of members from planetary defense groups, or​
2. They are at the lowest possible field rank and do not hold an Officer or NCO position.​
ii. Planetary Militia will be billeted one rank lower than equivalent GADF forces if​
1. There is an equivalent ranked GADF member and​
a. To retain their planetary billet would cause conflict in the chain of command, and​
b. GADF and Planetary Militia are present in an armed engagement.​
iii. Planetary Militia will be billeted one rank higher than equivalent GADF forces if​
1. They are acting in the sole interest of their planet,​
2. They are acting within their planetary system, and​
3. There is a GADF force acting as an assisting element​
iv. Jedi shall not be permitted to exercise authority over a Militia unit except by permission of that unit's commanders.​
v. In the event that a militia rank has no obvious equivalent in the GADF, its members will be demoted in billet to the nearest equivalent rank​
vi. In the event of Planetary Leaders acting in a military capacity​
1. No member of a planetary militia may outrank the Supreme​
Commander of the GADF.​
a. All members acting as Militia, no matter their rank, are to be below the Supreme Commander in regards to the chain of command.​
2. No member of a planetary militia may undermine an operation's purpose by force of rank unless given permission by the supreme commander or their designee.​
c. Planetary Governments intending to use the Militia act must Create a martial corps or branch to be known as the planetary militia​
i. The militia may be a Navy, an Army, or both​
ii. The militia will be subject to deployment on offensive operations for the GADF.​
iii. The militia may work alongside GADF forces to complete its missions.​
iv. The militia will be subject to GADF orders, including all legal orders from the Supreme Commander of the GADF.​
1. Orders received by GADF forces will be followed in accordance with​
section 2 (b). of this act.​
2. Orders given out of accordance with section 2 (b). such as those given by a person of inferior rank do not need to be followed.​
3. In regards to armament for integrated planetary forces, Planetary Militias shall fully equip their members with the tools required for duties in the armed forces.
a. This shall include​
i. Medical Supplies​
ii. Basic Weaponry which at a minimum shall consist of​
1. A main weapon for use in general combat and,​
2. A secondary weapon for use in case of failing of the primary weapon​
iii. Uniforms and armor that​
1. Shall designate members as a part of the appropriate military force that they are a part of and,​
2. Shall provide adequate protection in the event of combat​
iv. One third of the rations required by members​
a. The rest of the rations shall be supplied by the GADF.​
b. Additional Rations provided by a planetary government shall be compensated at an agreed upon rate with the government of the Galactic Alliance or their designee..​
b. Equipment Necessary for the duties of a soldier during longer campaigns, and​
c. Training necessary to act as a soldier and survive in an active combat zone.​
i. If a planet does not have access to the tools of warfare required in section 3(a)(i.) they may purchase these items from the GADF or its designees at an agreed upon price.​
4. Full integration
a. Members acting as integrated Militia may be allowed to act as fully integrated members of the GADF after a period of one year.​
i. Individual Integration shall be at the discretion of GADF's chain of command and,​
1. Shall include approval from three ranks above the members current billet,​
2. Shall be done on the basis of good conduct and good faith between the two armed force​
a. Integration shall be done on a voluntary basis.​
b. The GADF may decide whether or not an integrated unit keeps its previous weapons and armor​
c. Wages for Fully Integrated members shall be the sole responsibility of the GADF​
d. Fully integrated members will no longer be a part of their Planetary force's command structure.​
b. Planetary Militia Units may be approved at a company level or higher for full integration after a period of five years of service alongside GADF forces and at least 5 combat missions on territories outside of their home system.​
i. Unit integration will hold to the same provisions as section 4(a)(iii and iv)​
ii. Unit Integration shall be done only in agreement between the planet's military leadership and the leadership of the GADF or their designees.​
iii. A planetary government may request compensation in return for the full integration of a Militia Unit.​
iv. The GADF will take full financial responsibility for a fully integrated unit​
v. Once Fully integrated, the MIlitia Unit will lose its designation as a Militia and become full members of the GADF.5. Militia shall not be used in operations against their home system.​
1. This includes former Militia Units that have fully integrated into the GADF.6. During any engagement including GADF forces and Integrated Planetary Militia​
2. The Highest Ranking GADF officer shall be in command, no matter the rank disparity between them and the highest Planetary Militia officer.​
a. In the event that there are no GADF officers available, a Militia Officer may take command.​
b. Section 6(a) and 6(a)(i.) also applies to NCO's in the event that there are no officers present at the engagement.​

TL;DR
1. Planets can make an offensive "militia" for a tax break and the GADF paying part of the army's salary
2. Militia is usually ranked below GADF equivalent
3. Jedi Cant lead Militias Unless they agree to it
4. Supreme Commander has final say
5. Planets either have to equip their units, or buy the stuff from the GA.
6. GADF Can eventually buy Militia Units and make them non-militia
7. Militia units can never be used against their planet of origin

"Obulette speaks."

The phrase had not been heard for some time in the chambers of the Galactic Senate. Often in the past, it had been spoken by Casteban Mecetti, who had taken over Senatorial duties for the world after his disgraced son came under the thumb of GA law, fled confinement, and stole a host of House Mecetti assets.


After Casteban died in action against the GA's enemies- in what many would observe was a veritable comedy of errors supporting an undisciplined ship commander who advanced on those enemies- Vianca Mecetti had taken the reigns of Senatorial representation for Obulette.

She had been staunch in her defense of the GA since then, perhaps seeking to reclaim the Honor of the House after so many difficult blows. The betrayal of a son. The loss of a husband. Two high nobles disgraced or destroyed in the span of a year.

She had retreated to Obulette after the battle of Coruscant, to bury and mourn her husband.

Now she was back.


"We, of the Mecetti Province in the Tapani Sector, have had the recent honor of helping to defend the Galactic Alliance against its foes. Foes which took my husband. Foes which took too many of our brave men, women, and otherbeings. House Mecetti has never hesitated to use our planetary defense forces outside our system borders to bolster and aid the Alliance.

However, such actions have often been fraught with difficulty. I recognize that many in the GA military had no sense of how to utilize our provincial fleets. Our presence has sometimes been resented, for the chain of command was unclear and the methods of deployment were uncertain.


With this act, there will be a clear path forward for our defense fleets to be organized and deployed in the defense of the Alliance. This will end any confusion, and allow recognition and honorable service within well-ordered military operations.

This act thoughtfully allows the integration of provincial forces into the GA military without losing their identity, and makes full absorption optional rather than mandatory. This is essential to maintaining the pride and honor that forces- such as those which belong to House Mecetti- bring to their service.


As such, Obulette supports this act. We encourage all other worlds and provinces with pride and patriotism in their hearts to do the same."

It had been a long time since Alicio had found his seat in the canton. And the first time since his appointment to Vice Chancellor had been made public.

He'd known Auteme Auteme would be appointing him to her right hand for a while, now, ever since their private dinner. But they hadn't made the announcement, not until the aftermath of the Battle for Coruscant. Adding yet another title to his growing list, taking on another set of responsibilities, was an honor, one that threatened to crush him under it's weight. But he bore it regardless.

He'd found the time to read Senator Gracin's bill while en route from Alderaan to Fondor. It was meticulously put together, that was clear. But the senator did have his questions.

After Lady Mecetti was finished pledging her support, Alicio claimed the time, sharp grey eyes turning on the Zorren. "Thank you, Senator Gracin, for the concise presentation."

"You mentioned supplementing or replacing the Common Soldier Corps. As someone who has used the Corps to expand my planet's own military, I am fully in favor of this; it was reactionary legislation, from a time when our defenses were pulled thin. But in a battle on multiple fronts, we can't afford miscommunication. I'm sure centralization of command would save the Defense Force quite a few headaches."

"I do feel the need to mention price. It is one of the first things some of my fellow senators mention whenever I speak, after all."
He found a good-natured, if thin, smile. "The benefit of the Common Soldier Corps, as far as I can tell, is that planets and organizations were allowed to pay for their own armies, which meant the greater Alliance didn't have to foot the bill. The Militia Act seems to rely on considerable government spending to make it an appealing option."

"Do you believe the benefits are worth the cost?"

The Neimoidian entered into the Alliance General Ministry Canton a few minutes after the arrival of Vianca Mecetti Vianca Mecetti , bringing along two Trade Federation Envoys to advise him from a legal and economic perspective during the senate conference. The Senate had not convened for an extended duration, marked by the conspicuous absence of Chancellor Auteme and several prominent senators due to the wars against the Sith Order and the Dark Empire, which has been depleting significant resources from all member worlds of the Alliance.

The financial impact of the war on the Purse-Worlds of Neimoidia was undeniably significant, as they contributed substantial resources to the Galactic Alliance and permitted the use of their shipyards for the repair of Alliance Naval vessels following the Alliance's defeat in a direct engagement with the Sith Order.

The Galactic Alliance Militia Act, introduced by Senator Lucas Gracin Lucas Gracin , presented an opportunity for them to mitigate their financial losses during this quarter as it was largely designed on modernizing the outdated Common Soldier Corps established underneath Chancellor Tithe.

"The financial implications of the Militia Act, particularly concerning equipment, regulatory compliance, and the expansion of specific wartime industries such as Shipbuilding and Arms Manufactuering, would be quite susbstantial and add to our already climbing debt. However, it is my belief that the Alliance Government stands to gain a variety of advantages from the enactment and approval of this legislation. " The Senator expressed his opinion to the chamber, directing most of his remarks to Senator Alicio Organa Alicio Organa of Alderaan whose proposals in the past had seen the alliance take on considerable debt to fulfill mostly humanitarian desires.

"An increase in economic growth would enhance the demand for goods and services, especially in the context of the ongoing war faced by the Alliance. A substantial influx of capital into the Alliance's economy would result in heightened consumer confidence as employment rates improve, thereby stimulating additional economic activity. This would facilitate the transition of more refugees from reliance on the Alliance's support to active participation in the factories and service industries that contribute to the well-being of our citizens." Dod further explained with a firm expression after his earlier statements had been made and digested by the other members within the conference chamber. After all, an increase in government spending meant more work for the Finance and Commerce Committee and therefore more power for the Trade Lobby.

"Hauuum", the Herglic senator Bianco spoke up. "The Herglic Space supports the act and would send our Star Galleon force if armoured supply service is needed."
