The Circle brings together mostly senior officers – former generals and colonels from the Sith-Imperial Foreign Intelligence Network, who defected from the Sith Empire preferring to gather influence in power during the so-called 'Transition Periods' of the worlds reclaimed by the New Imperial Order.

HISTORICAL INFORMATION
During the New Imperial's conquest of Sith-Imperial worlds, a power vacuum was left in most, if not all, reclaimed worlds. This vacuum was a prime opportunity for power brokers to exploit and gain influence. A group of senior officers - generals and colonels - of the Sith-Imperial Foreign Network deserted their allegiance to the Sith-Imperials with the intent of filling in that power gap.
Utilizing their extensive intelligence of the worlds and their influence, the group of officers were able to exploit these turbulent times known as 'transition periods' to gain a shadowy foothold on these worlds and beyond. Officially they have no name, they were branded by COMPNOR as the 'Monterey Circle' due to the group's alleged friendly meetings at a restaurant with the name of Monterey.
