The Short Straw

Ali leaned over the holodisplay and pointed out the farming town on the surface of the orange planet Deneba that had contacted CSAF for aid nearly two weeks passed. With the collapse of the Galactic Republic, CSAF's ejection from Carida and her mother's flight from Mandalore prior to the cataclysm that had taken place on their homeworld, Ali had turned the organization's attentions toward small time operations such as this one. They were an entirely mobile force now, with no world to call home. This suited CSAF's people perfectly as many of them were used to spacefaring life and traditionally had no dirtside homes to call their own. Through their philanthropic operations they were able to call nearly every planet home in some small way or another.
"The local authorities in Atalath city contacted us through an interplanetary courier about assistance with their flagging agricultural economy. Recent years of increased droughts have hindered the population's ability to produce food for themselves, and as they are a regional hub for agricultural trade, have similarly damaged their ability to other crucial resources. Other local communities have suffered as well, as the continent now faces a dangerous food shortage. This has led to civil unrest and an increase in organized crime." Ali glanced around at CSAF's other leaders, securing their attention. "They've called on us to help them with this issue, and we intend to do so in the way of infrastructure development and temporary relief. Captain Palanth, of the Civil Engineering Corps, will be leading the effort on the ground. I will be attending to make council with Atalath's leadership to determine what long-term assistance may be necessary in acclimating the local working class to the new technologies and techniques. We will only require approximately one hundred engineering staff and a small security escort to ward against possible criminal activity. Our estimated time for completion is one month, to have the initial systems in place and operational, give or take a week or two depending on local weather conditions and civil concerns. Any questions?"
Alena was the only one to raise her hand. "What will be our ROE for dealing with criminal activity against the Engineering effort?" Ali nodded, "Once we arrive, Alena, you are tasked with supporting local law enforcement personnel in keeping the peace and responding to criminal activity that is focused on our efforts on the ground. You are not authorized to engage with individuals or groups committing civil crimes, but will instead defer to the local authorities. In the event circumstances authorize you to act, non-lethal means take precedent. This is a comparatively primitive population, Reckar; our arms and equipment should be more than capable of handling even the organized criminals operating within Atalath city. Any further questions?"
There were none, prompting Ali to call an end to the briefing. "We move to the surface in four hours, ensure your necessary preparations are complete within two, we'll conduct final checks in three. Dismissed." Ali disabled the holoprojector as the various leaders returned to their regular preparatory duties, choosing to return to her quarters for a short rest before making her way to the Basterds Hand's primary launch bay. Once she arrived, she met with Captain Palanth, with whom she would be traveling to the planet's surface.


Some hours later, CSAF's security teams were landing on the planet's surface, roughly half a kilometer from the outskirts of Atalath city. The security detail consisted of a single MAT-TE walker and a platoon of Commandos. Alena travelled separately with a pair of Commandos from BOG. The Commandos were deployed from a pair of A-10 LA-AT gunships, which colocated themselves with the MAT-TE. The Engineering force deployed shortly thereafter from their own squadron of A-10's. A pair of T-80 X-wings remained in high orbit to provide air support, in the unlikely scenario they needed it.
As Ali stepped out of the troop bay of her gunship, Captain Palanth just ahead of her, she gazed across the landscape at Atalath city. It was built into a wide valley that rose to hills on all sides and was some ten kilometers in diameter. The city proved to be much more than a mere settlement; grazing and farming land was marked throughout the entire valley, which was fed by a river from the mountains to the East. Snowcapped peaks jutted into the sky in that direction, a strange sight for a region supposedly suffering from a long-term drought.
The city itself consisted of a network of farming lands surrounding a central residential and administrative district. Small farmhouses dotted the landscape before yielding to more densely packed settlement-style constructs and brick-laid roads. Most of the farming equipment Ali could see in the area was manual, with a few machines held within the larger farming properties. Single-story rambler homes and barns gave way to multilevel residential pockets, growing to a height of five levels. As they traveled in formation down the brick-laid road, cement-paved streets could be seen here and there. The roads were wide and littered with outdoor shop structures and service stations that looked designed to handle simple repulsor craft. There did not appear to be any real militarized presence in the city. In fact, there seemed to be little presence of any kind within the city. Coupling this observation with the rather green farming scape around them, Ali began to feel a nervous tickle along the back of her neck, which she choose not to ignore. ::Keep an eye out everyone.:: She said over secure comm. ::The city is a bit too lively in foliage and not lively enough in sentience for my tastes.::
Still, the group of nearly one-hundred and fifty persisted, making their way through the city towards the prearranged meeting point at an administrative building next to Atalath's largest market center. Sheets and tarps covered many of the windows, and only a scant few locals were to be seen wandering the streets or engaging in hushed conversations with one another in small groups. Ali's nerves continued to gnaw at her, but she pressed on despite her better judgment. This was not the first unwelcoming population she had engaged with, after all, and it would be a mistake to jump to conclusions of any kind without first meeting with the local authorities.
As they arrived outside the administrative building, which rose five stories high, Ali called a halt and the formation began to reorganize, taking casual security positions at intersections and within line of sight of building entrances and other main avenues of approach. The MAT-TE walker ground to a halt and its engines wound down, though its exterior weapons rotated this way and that in a security posture. Ali signaled for Alena to join her, and with a three man security detail, approached the administrative building with open arms. Two locals guarded the entrance, wearing shawls that wrapped around their bodies and faces in the local customs. They shouldered hefty slug rifles of a primitive, yet gnarly-looking, design.

Ali stopped and pulled off her helmet, smiling politely at the two guards. "Greetings," she said, offering a slight bow. "I am Ali Hadrix, Lord Commander of the Civilian Security Assistance Force, here to meet with Farlo Jeth, mayor of Atalath city. We thank you for your hospitality and welcome the opportunity to render aide to your people."
