Bill Name: The Sovereign company and defence act.

Purpose: The prupose of this bill is to create a company loyal to the Republic and the Republic alone. Without other interests at heart the company can focus on singular projects of interest, and make new prodcuts in half the time. In addition there is no worry over the morals, ethso or pathos of the company. There is also no worry of political or corporate espionage via it's channels making the Republic that much more secure.

Content:

Section 1 - 1 Million Credits will be awarded under contract and oath of loyalty to help create a new company, Justice Industries.

Section 2 - Justice industries will use these credits to develop infrastructure an immeaidatley begin the refit of existing designs, upgrading and obsoleting them as well as any foreign starfighters and starships currently being sold to us by outside interests.

Section 3 - Upon completion of existing fleet retrofit and production of three new ships funding shall be increased by 1.5 Million credits to the company as subsidiaries.

Section 3a- If the company does exceptionally well more fund may be added, as agreed by a Senate session.


Section 4- Any sale of of equipment or assets to any other person, individual, company or Faction will be only legal via vote from the galactic Senate. With no order from the senate it will be treated as a crime and a threat to the National security.

Section 5- If the Republic sees fit to cancel the contract for any reason all operations can and will be suspended upon issuing a warrant marked by a senate vote. In this case all assets will be seized and awarded to the treasury of TR or another company as seen fit via a secondary vote.

Though he was not a senator Velarian being a former Pirate and a long time Captain of vessel knew that the Republic was in trouble. Due to the massive gaping holes in their security and the existing reliance on foreign assets he had decided to take action.

As an entrepreneur he had vast knowledge of craft and a thirst for success. He stood, his red and gold ceremonial robes contrasting with deep brown eyes and gray hair. He raised his arms to the senate and spoke.

"Dearest senators, It is of your notice surely that I have no been with you for such time as more than one or two seasons. Long have I been a pirate a con man and long have I suffered."

He paused and then continued.

"The past few months touring the fleet after my Oath of Commission and using my talented eyes to view both the shady and the unshady aspects it has become apparent we have a glaring problem with security. You buy your vessels left and right from external sources , never quite knowing whether they are allies or will soon become enemies. We cannot rely on outsiders, we must turn our treasuries inwards and towards our own infrastructure and our own economy if we should survive the Dark tide of the One Sith."

Fire flashed across the man visage, illuminating his eyes and striking a deep contrast with his beard.

"Deliver to me the means, and I shall construct for you a fleet more glorious and deadly than the the like this galaxy or any other has seen before it!"

Torill listened to the man's words as he read over the bill itself hitting key points.

Rising from his chair Torill spoke his hands clasped lightly behind his back.

"Captain your idea has merit, and your intentions seem to be noble enough." "However I have concerns." "The first being investing in a company that does not yet exist to have a reputation much less one favorable in the eyes of the Republic and the second being I am not seeing a solid corporate plan included in this bill for the company you wish to create with said funding."

Wrath Hardin, a military man at heart, listened with his good eye closed and a friendly smile on his face. If there was thing that could set the man apart in the crowd, it was the fact that he was always smiling no matter the circumstances. As for the proposal he was hearing now, he had his own concerns and reservations about the project. In reality, however, the idea a government owned company that swore loyalty to only the Republic could be a dream come true.

"Gentlemen, if I may interrupt." Hardin beckoned through the microphone implanted into the platform he resided on "I must agree with my colleague, Mister Valykrie. The fact of the matter is that we simply do not have enough reassurance that your company will be able to produce what we need. We also must take into account that you are, as you said yourself, a man who took part in less-than-credible affairs."

A slight pause as Hardin allowed his words to sink in a little and give himself enough time to pick his next words.

"However, I can see the great benefit of such a company. While I cannot say I agree with giving you the funding as is, maybe it would put the senate's mind to ease if I were to personally assist you build this company?

"Now, I'm just a silly old fool with a broken eye so I couldn't be of much assistance in the business mumbojumbo; but I do know a thing or two about what a fine military needs. As the acting Supreme Commander of Planetary Defense Forces on my homeplanet, I could authorize the diversion of defense funds into this project. After all, the security of the Republic is of direct concern to the security of Hakassi." The old man stood up and put his head on a swivel, projecting his good ole' friendly face to the senate "If we can secure even a few contracts for the Republic with this newly founded company, we can begin to grow it from the ground up to be a reliable source of military hardware. Imagine a company that gets all of its materials from Republic space, all of its workers from systems with patriotic blood in their hearts! Why, by the Force, it could be just as much a help to our economy as our military.

"I say that if I and Mister Valykrie can build this company sufficiently, using solely funds from the Hakassi Defense budget that we will have proved that this project needs government funding and perhaps then the senate would be more willing to listen to a proposal on the matter?"

"External sources...?" Alena repeated. "Senators, this is ridiculous. The Republic has loyal and efficient companies such as the Kuat Drive Yards already that produce very high-quality ships, some that are reserved only for the Republic. Instead of spending millions of credits on producing a government-sponsored starship corporation, using it to purchase quality ships from already exisiting and loyal companies sounds more reasonable."

With the same smile not leaving his face, Wrath nodded.

"Your ideas are sound, dear Senator Beswin and you have every right to think the way you do. However, I must propose to you something that you may find dire. The Sith, who are by all accounts our enemies, have already proven to us that we have no way of predicting their movements. They struck at Coruscant, taking it out from under us and let us not forget the days of the old Republics. When we underestimated the Sith was when they devoured us, our we to simply repeat these same mistakes? Kuat Drive Yards is like any other corporation, they will go where the money leads them. If the Republic were to be conquered tomorrow they would serve the new government just as easily as they did when Emperor Palpatine turne the Galactic Republic into a fascist empire."

taking his seat back, Wrath crosses his legs and let his wrist limply motion toward Alena. "Now, you strike me as a woman whose beauty is outmatched only by her intellect. I would say that gathered in this room are the smartest individuals this galaxy has to offer, but we must act like it. We need a company that will be led by loyalists to the Republic from the start, one that would support a rebellion if we were ever to fall. One that can be relied on no matter the circumstances, even if only used as an emergency back-up. After all, Hakassi is a member planet of this fine Republic we all love and my people are just as eager to defend it as those brave men and woman who died on Coruscant."

Torill listened to the views of his other Senator's for a few moments before interjecting once again on the topic.

"There are several fine points in this discussion." "Captain Valykrie's heart is in the right place and Senator Hardin wanting to make a test run on the proposed company is certainly an option." "One I am not necessarily found of as it creates the potential for the idea to be more of a private military corporation than simply a loyal supplier of arms to the Republic."

Torill paused.

"However Senator Beswin has a valid point in regards to KDY." "Much of what you propose is already in place."

"To argue that any company, planet, or system is susceptible to downfall but think that yours is the exception is....... well not a very sound base to pitch an idea on." "We each must balance our own interests based on the needs of the Republic as a whole."

"The question is based on how best to utilize the limited funds of the Republic to leverage the best possible result for all and not be tempted towards the slippery slope of using personal funds to buy Republic stability and victory."

Again, with his friendly demeanor, Wrath nodded and noted Torill's words.

"Your arguments for Kuat Drive Yards are understandable, but during my time spent as the head of defense for my home planet I made it my business to assure my men got the best ships we could buy with a planetary budget. Of course, this led me to Kuat Drive Yards as they are a popular producer for the Republic. Tell me, my friend, have you ever looked through the long directory of vessels that Kuat produces?

"It does not take one a long time to search through their inventory and find the patterns. There are designs present in their stocks that are of Sith Empire origins. The Arvice-Class star destroyer, one encountered by Republic forces in the field, was created by Kuat Drive Yards while they were also producing Republic craft. That is not the only one either. The Furry VI, a sith transport, was also created by Kuat Drive Yards. This is proof that Kuat Drive Yards isn't going to let political views stand in the way of profit, Mister Holgor. I, for one, wish to only see a company completely loyal to the Republic receive any of the funds we can muster up for them."

With a kind look to Alena, Wrath spoke once more in the gentlest of tones, "I mean no offense to you, my fine lady, but as the senator of Kuat and former employee of the company in question, would it be brash of me to suggest that you may harbor personal feelings that are affecting your decision?"
 
"Senators, while I understand many of you may think that my arguments are biased towards the Kuat Drive Yards, please understand that I am standing against this legislation truly out of concern for the Republic." Alena stated firmly, observing her colleagues.

"What makes you this new 'Justice Industries' will provide the Republic with high quality and tech ships? It is impossbile for a new company in starship-building industry to be created and turned into a main supplier for the Republic overnight. Existing shipyards such as the KDY has the accumulated technology, finances, and expertise gained over the milleniums. Simply handing over a million credits and expecting the new government-sponsored company to start rolling out brand new high-tech starships is not sensible at all. This is the sort of action that makes companies want to stop being loyal to our Republic, senators."

"I remain firmly against this legislation. Passing this bill will be fiscally irresponsible, negligent, economically destablizing, as well as useless since it will not give rise to production of starships of worthy quality to the Republic. Kuat would like to move to strike this bill."
 
The republic was struggling as it was was it truly prudent to take a measure that needed additioinal funding on top of what they were already putting out. Faith shook her head as she listened. she was perhaps not as eloquent as some, but she knew when to open her mouth, and try just try to make herself sound like the lady she is supposed to be.

"I must agree with Senator Beswin this would only create further financial hardship on the Republic. while I understand the position of everyone in support of this measure to try and ensure a loyal company to the republic to ensure we have the ships needed to withstand another fight. It would put the economy of the Republic into a tailspin and make our currency worthless than what it is right now."

Faith remained seated and then looked at each of the faces in this room, wondering were there other words unspoken.

"I fully agree with Senator Beswin, Kuat Drive Yards and other companies is far more readily able to support the needs of the Republic. Infact this bill would alienate our current partners and i disagree with any notion that we need a new company created for the Republic's use only. While it is beneficial in controlling the products coming from it, Kuat Drive Yards, Eshan's Products, Balmorra's and several others would be able to produce the same if not better products thanyour plan could."

He paused and leaned forward before smiling a bit more than before.

"Miss Balor is also correct, doing this will do nothing but put us in a worse situation than before, instead of pushing for funding of a new company itself, why not push for funding to the science division and look for ways to counter the Sith and their own creations."
