Negotiating the lease of space inside the Crystan System so they can put up a cell phone tower subspace radio relay station, which will boost Galactic Alliance communications in the region.

And he's also trying to negotiate their joining the Eurozone Alliance financial market, so that he can pay them in Alliance credits and not shell out aurodium for this deal.
