Also, again you come to the same problem. Making someone a Citizen and then giving them rights can entirely mess up the system on a planet. As Miss Skaldi already pointed out, on Hapes Males are considered inferior to men and their rights are less so. If suddenly you tell everyone on Hapes that men and women are equal. There would be quite the outrage.
