Functionally, most regional governance is the responsibility of swoop gangs, pirate clans, hive mothers and so forth. Trevel'ka is a major hub and source for the slave trade, which is operated through these criminal networks. However, the slums are too big for any one native cartel to take control of the entire world.
Technology: Below standard. Between the planet's placement in the Unknown Regions and its general decrepitude, high technology is usually only found in broken or jury-rigged form.
History: Originally part of the same galactic expansion and exploration that saw the settlement of O'reen around 5,000 BBY, Trevel'ka soon became the victim of forgetfulness and the encroachment of the native species of the Unknown Regions. Six thousand years of mismanagement and conquest have made the entire world into a mined-out slum, jammed with shanty towns and starports. Pirates, rogues and wanderers from across the Unknown Regions take shelter in Trevel'ka's many ramshackle ports. Most of the population survives on bedjies and similar cheap, easily grown fare. Millions camp around the starports, searching for a way off the planet. Wandering pacifist sages called Jukre attempt to alleviate the despair and frustration that permeate the world.
Trevel'ka's dense population and proximity to Csilla ensured that it was hit very hard by the Gulag Virus, but the epidemic was gone relatively quickly, and the population had at least two uninterrupted centuries in which to balloon back to ridiculous proportions. This was due, in part, to the rapid breeding of some of its species, such as Lugubraa and a smallish Killik hive. Nearly any species of the Unknown Regions can be found on Trevel'ka in limited numbers. Even a few Ssi-Ruuk and Yuuzhan Vong have been spotted there from time to time.
