Can I suggest three unit type`s
imperial forces: come from, imperial citizen`s.
imperial auxiliaries: come from conquered/ liberated people who wish to become citizen`s .
penal solider`s: people who committed crime`s, we don`t execute them, we may them pay back their debt, by fighting for us, with sort explosive collar.

Penal soldiers might not work so well in battle. Even with failsafes.

I think the term you're looking for would be "Conscripts".

A conscript by definition serves against his will, so technically, a 'penal soldier' is a conscript, but not all conscripts are penal soldiers.
