STRENGTHS AND WEAKNESSES (Required: 2 Weaknesses Minimum) :
Viktor is very patriotic and a true believer in the utopian society that the Federation claims to create. This is reflected in the work that Viktor does for the Federation, operating as the director of all special operations carried out by FOSS. He has high level clearance and a keen mind for tactical scenarios and espionage, including infiltration and security.
So, while he is brave and will die for his country and very skilled in the many arts of espionage he can be fool hearted and unmoving in his opinions. If Viktor has his mind set on something he becomes an unstoppable force that can only be slowed by an immovable obstacle. On the physical side Viktor suffers from a minor head injury that gives him minor memory loss and severe headaches, this has yet to become a major issue but doctors suggest that it could get worse with time.

BIOGRAPHY:
Viktor was born on Galantos to a human family who had immigrated to the planet during the darkness. He had a string of family members on the planet and a great support structure that included uncles, aunts, grandparents and his parents. From a young age Viktor had always taken a great liking to writing and poetry, spending much of his time reading the ancient poetry of the Izi and even writing his own short stories and poems.
His father and mother were too involved with their political careers to give much of their time to Viktor, so the boy spent much of his time with his uncle who taught him to play a wide variety of sports and games. The boy made great friends with the native species of the planet and rarely associated with any non-family of the human species. For years his uncle served as his father figure, his real father becoming more of a distant uncle. This would all change when a series of race wars ignited between the humans and Fia citizens. For years the two species would live in segregation, forcing Viktor to leave his friends and attend an all human school. He was beat harshly, for associating with the Fia, by his peers and all his old friends either hated him or were afraid of punishment if they associated with him.
During his first year of highschool, tragedy would strike his family when his uncle, aunt and six of his cousins were killed during a Fia Riot in the capital city. The riot started over the “wrongful” arrest of a Fia protester and ended in the slaughtering of hundreds of humans and Fia alike. Viktor was crushed by the loss of his uncle and went into a deep state of depression. Still his parents did not pay him much mind, for they had found a calling within the political world with a new political party calling themselves “The United People”. This new political party was lead by a man who went by the name Rof Jagara, a charismatic and passionate speaker who united hundreds under the UP banner. Rof spoke of a peace between the aliens and humans and a society where all people would live peacefully side by side and under the protection of the government. At the first rally Viktor went to Rof cried to his people from the podium “There will no longer be issues of work, segregation or violence! The government will provide each of its citizens with food and work and society will never know the words unemployment or poverty again!”
From that moment on Viktor became a follower of this new political ideal, even to the point he transferred from his public highschool to a homeschool program run by the party. He graduated at the top of his class with a high grade in mathematics, which he hated but he had a knack for it. Right out of highschool he began his political career within the UP and was quickly noticed by Rof. The leader had taken a liking to Viktor’s poetry and the two became quick friends, despite Rof’s advanced age. It did not take long for Viktor to find a place within the party’s propaganda division, writing political propaganda in the forms of comics and poems.
Viktor now serves as the party’s Commandant of the FOSS, the espionage and propaganda division for the political party, which is now represented on almost all democratic planets even in the Republic. Recently Viktor helped but together the advanced security and monitoring program for the party. When it was first being devised the name that was to be given to the public was either the “Big Brother” or “Father”. However, Viktor was quick to interject with this argument “A brother is someone who you do not want to listen too, he is cruel and no sibling truly appreciates him until he is an old man. A father is a command figure, someone who tells you what to do and is hated for it. What we need is somebody caring, yet firm but also providing safety. What we need is an uncle.” After that, it was decided that the surveillance program would go under the public name “Uncle Viktor”.
