Life or death situations have a tendency to change one's perspective on risk; Hurricane would have never been authorised for civilian use, but for battlegrounds in which the side effects seem minor next to the constant risk of death? The equation changes and interest builds.
Given Vysh-Kolluri's position squarely within Galactic Alliance territory, it should come as no surprise that the bulk of the supply goes their way. Already illegally synthesised by various criminal groups, it is far from improbable that other entities may be able to create their own variants, should they invest sufficient resources, but most of the variants sold on the street would never be adopted by a military that cares for its troops.
