To put it simply, the SI-19 is a continuation of weaponry that focuses highly on stealth begun by the DC-19 Stealth Carbine and then furthered into the SI-17.
The SI-19 is a sniper rifle designed and optimized for the use of specialized Refined Tibana Gas Mixtures that allow it to fire a completely invisible bolt of energy. The properties of this bolt are exactly qualitative to that of a regular bolt coming from a weapon of this size, it is not powerful enough to pierce Beskar or phrik, it will not destroy tanks or even go through thick durasteel walls, it's effects are that of a regular Sniper rifle Bolt.
The key difference however, is that the SI-19 is completely silent, has no muzzle flash, and it's bolt is entirely invisible to the naked eye. This means that the SI-19 is perfect for stealth missions, and unlike other sniper rifles will not give away a snipers position unless foes are utilizing thermal or infrared vision, and even then most of the time the use of this weapon will allow the sniper to fire several shots before anyone truly catches on to what is actually happening. This advantage in stealth allows the Sniper to take out several key targets whereas and perhaps even re-position with more security since they are more difficult to spot. In addition, the scope of the rifle has been specially treated to be non-reflective, meaning glare or lens flash is impossible.
This rifle was of course designed to be the epitome of a stealth and precision weapon. It is not the largest, nor hardest hitting sniper rifle, instead it is designed to allow a sniper to get in and then immediately get out without anyone ever knowing where the shot came from.
A side effect of the SI-19's stealth bolt is it's effect on Jedi and other force users. Though many Jedi utilize the force and battle precognition in order to deflect incoming blaster fire, most inexperienced force users still rely on an aspect of visual accounting of where the blaster is coming from and where it is going. This means that the SI-19 is slightly more effective against those would be force users, it's bolt and indeed it's firing position being nearly undetectable. In addition, in a hail of bolts, the SI-19's will of course always get lost, meaning it will be more difficult to detect. This may lead to a situation where if two snipers open fire, one with the SI-19 and one with another sniper rifle, and the Jedi uses the force to detect danger he might sense sniper fire and only see the visible bolt leading him to deflect only that while the SI-19's shot hits home. This is of course theoretical, but theory created by Kiran Vess upon first use of the SI-19.
All in all, the SI-19 is a simple continuation, and development of the Capabilities of the SI-17 and the DC-19.
