What if new faction only requested a Capital?

Hypothetically speaking, what would the influence cloud of a new faction look like if they listed only their Capital planet, and listed no other requested planets? Would they just be a little Capital World marker on the map with no color? Or would staff make them choose the minimum number of planets before being taken seriously?

The Witches of Dathomir did this. They waived their right to two other worlds and only had a small influence cloud and capital over Dathomir.

It can be done, just the Major Faction has to commit to it because there are no additions or regrets after the fact.
