Would This Count As A Dominion?

I am hoping to start up a thread where several faction leaders will meet with this character to work out treaties which would, hopefully, result in the factions recognizing the Healer's Guild's neutrality. One of the other goals is to also have Monastery be declared as Guild territory. The sign-up thread thing is here.

Would the meeting thread be a dominion? Or would it just have the Faction tag? Or public?

Faction or Public tag. Only major factions can gain territory through dominions.

The Healer's Guild can certainly take up residence/set a base on Monastery. But if a major faction currently owns it/goes to dominion it, they will 'own' the planet regardless of the Healer's Guild having a presence there.
